In addition to having established a geography of victories in three elections, the Democrats have built a solid relationship with the new electorate. This is clear evidence that the Democratic Party is the most institutionalized party in Albania, and has become so in a relatively short period of less than six years. This is also clearly visible during this campaign, where several times more people are attending meetings with DP representatives than with those of the largest opposition party, the Socialist Party. Creating a stable foundation for maximum electoral success is a primary task for a political movement. But this cannot be done by concocting demagoguery and anti-[?] propaganda, as the Socialists are doing. Nor can it be done by pursuing political catastrophes for the electorate and for the people who make up the parties, as is happening—and has happened—among the Socialists. Such a thing cannot be achieved through the kind of politically attractive, boycotting initiatives that the Socialists have used whenever political qualification in Albania has been at issue. The Socialists are unable to intervene in the political life of Albanians, who are always reaching toward the future; they are just as unable to present their alternatives as alternatives for the future. Their secretary, Mejdani, is little more than a hieroglyph in politics, and likewise in the alternatives he comments on during meetings with Socialists in the periphery. Their imprisoned common-criminal leader is in the same state. Even after the defeat of 26 May, which resulted from his own manipulations, he again calls for new dismantling—not of his own manipulations, but of those carried out by the national [?]—now at the level of communes and municipalities. The Democratic Party is now prepared to create a trio of blue communes and municipalities. This is the only way forward, in keeping with the aspirations of Albanians and the direction of their modern history. Nothing pink any longer connects their interests, whether as individuals, in the growth of a commune, as a community, or as a country. The future being suggested to Albanians is as far from the Socialists as possible: their actions and theories remind us of communism, as do the alternatives and political conduct of each of the party’s current representatives. The departure of people from Socialist Party structures, as well as the small number and equally poor quality of their candidates, is an important indication of the party’s profound deficiencies, of how greatly it has been destroyed and rendered insignificant, and of its history. The ideas they have put across to people during this campaign have mainly shown their limited ability to achieve even the minimum standards of democracy, freedom and free enterprise that we have attained over these four years.

In Tirana on 20 October, two alternatives will face each other: your alternative, the alternative of Vision 2000, the alternative of consolidating democracy and free enterprise and integrating Albania into Europe, represented by Mr. Albert Brojka. The other alternative is that of boycott, isolation, chaos, anarchy, distrust and total disappointment. It is represented by the talented basketball player who has unfortunately made this choice, Agim Fagu. PAGE 3

President Berisha received the Chief of the General Staff of the Austrian Army, Mr. Klark Majcen President Berisha described relations with friendly Austria as very good. He expressed his pleasure at Mr. Majcen’s visit as a further sign of cooperation between our two armies, and stressed that he was optimistic that cooperation in the military field, both bilaterally and within the framework of the Partnership for Peace, was matching the level of friendship and cooperation between our two countries. Mr. Majcen, having praised the reform of the Albanian army, noted that there were many opportunities for cooperation between our two armies, which share the same values in consolidating democratic society. He expressed his firm conviction that cooperation in the military field serves the friendship and the very good relations already existing between our two peoples. President Berisha asked Mr. Majcen to convey his warm greetings to President Kles[?] and his wish to welcome him to Albania.

Following the complaint by the electoral group with their alternatives in the 2 May elections, and also during this election campaign, it is clear that the left-wing extremists are rushing to fill a file with “irregularities” in order to justify the decision they have made to boycott the free elections of 20 October.
