Tomorrow is the second round of the local elections

Tomorrow people will vote in the areas where different political forces are in a runoff. The Democratic Party will compete in 22 municipalities and 88 communes, after having won in 37 municipalities and 193 communes.
The 20 October elections were considered fair and free by all international observers. Both the observers from the Council of Europe and the Italian, American envoys, those from various non-political associations and American republican and democratic institutes have spoken of correctness in the implementation of the electoral law for the local elections. This is a verification of the level of democracy in Albania, secured by certain circles after the elections of 26 May.
Tomorrow too, all conditions are in place for the elections to be held in full order, once again establishing the democratic conditions of voting, their fairness and freedom.
The Democratic Party must win on Sunday. This is necessary because the runoff is spread across almost all those areas where the PS has won at other times. The runoff is only one step taken to completely remove the Socialist Party, communism, from local power. This is the last moment for the political elimination of this party and for that very reason it is necessary to achieve a defeat for it even where it may feel secure.
After 27 October there must be no more communism in local government, thus securing an Albania that is also politically integrated into the most advanced European political currents.
The runoff is fully necessary in the field of the DP’s victory.
The deep victory in the first round is an opportunity for sound judgment at the moment of voting. Choosing the DP is important not only for the individual, but also for the commune, the municipality, the country, its present and that of other Albanians. No vote is too many for the DP. No vote should be cast for the PS. The Democratic Party needs everyone’s support to achieve democracy, prosperity, well-being on the broadest possible scale.
The Socialist Party’s second defeat within a few months has brought this party to a complete political collapse. Division and clanism have not only not eased, but now have taken harsher forms, even suggesting opposing lines within the party. Its destruction is inevitable not only for the democratic processes of the country, but for the very processes of renewal of the Albanian left.
Its existence depends on the fact that the fewer votes it gets, the less it works in Albanian politics, the less present it is, and the less it can sabotage democracy in Albania.
Precisely for this reason, the people who go out to vote this Sunday are very important for Albanian politics and the new relationships it will create. In Albania, the old should no longer compete with the new, but rather with alternatives that are new and look to the future.
On Sunday this motto must be affirmed in all communes and municipalities in the runoff.

The American government is satisfied with the elections
Statement by State Department spokesman Nicholas Burns
The Department is pleased to note the October 22 statement by the Council of Europe, in which the local elections of the first round are described as free and fair. We share the Council of Europe’s regret at the presence of instances of irregularities serious enough to require careful examination by the Central Election Commission.
As preparations continue for the second round of voting on 27 October, we urge the Albanian Government and all political parties to be guided by international democratic practices. We commend the international effort involved in monitoring and advising, and the decision of a number of delegations to remain for the runoff vote.
We remain disappointed by the fact that the Government of Albania reflexively prevented the OSCE Office for Democratic Institutions and Human Rights (ODIHR) from observing.
In the statement we will underline a full department on the elections next week after the publication of the final results of the second round of voting.
