28 November - the culminating act of national history President Berisha's speech delivered on the occasion of the national holiday Today, we Albanians in Albania, Kosovo, Macedonia, Montenegro, in the diaspora and in emigration everywhere in the world celebrate in our hearts with the deepest respect the 84th anniversary of the proclamation of the country's independence. On 28 November 1912 in Vlora, Ismail Qemali together with the most distinguished men of the Albanian nation raised the flag of the victory of Albania's freedom and independence and made real the centuries-old dream of Albanians, the creation of a free and independent Albanian state, for which rivers of blood were shed and sublime sacrifices were made over four centuries. Twelve years after the League of Prizren, by decision of the Great Powers, Albania, severely dismembered at the Congress of Berlin from their centuries-old prey, was declared an independent state, a decision made possible not only by the courage, patriotism and wisdom of our forefathers, but also by the battles of Albanians on the fields of war and their victories with rifles in hand. We celebrate the proclamation of Albania's independence 84 years after 28 November and with the deepest sense of reverence for those hundreds and thousands of Albanians, from Arbër, from Kosovo and from other Albanian ethnic lands, who fought and fell for its flag, freedom and independence. In honor and respect for their example, sacrifice and struggle, we bow with the deepest gratitude before all the heroes and martyrs of Albania. Their courage and ideals inspired and continue to inspire generations of Albanians and made their work immortal. Today, we free Albanians must know how to build our future, secure in the ideals of our forefathers and in the immortal message of 28 November. Albanians everywhere, wherever you are, celebrate today on this great day that more than any other expresses our national identity. The calls to freedom of 28 November echoed as an eternal call for our natural unification in Ethnic Albania, but also in an inseparable intertwining with our Western orientation. Albania's independence was proclaimed in Vlora after every other hope of Albanians to preserve territorial integrity and national identity had failed. It was a great historical victory of Ismail Qemali, Isa Boletini, Hasan Prishtina, Luigj Gurakuqi, Aqif Pasha, Dom Nikollë Kaçorri, Jani Minga, Lef Nosi, Abdi Toptani and dozens and hundreds of others, who with their wisdom, courage and patriotism transformed the ideas of the period of the National Renaissance into a victory for the freedom and independence of the Albanian nation. They realized the ideal that Albania should be independent and whole. Azem Hajdari is suspended as a member of the National Council of the PD Azem Hajdari is suspended as a member of the National Council of the PD Pursuant to Article 2, point 3, of the Statute of the Democratic Party, Mr. Azem Hajdari, a member of the National Council of the PD, is suspended for an indefinite period. This decision takes full effect immediately. For the membership of the Democratic Party and for public opinion, this is a necessary decision, a serious one but a mature one. Mr. Azem Hajdari, after his unacceptable and discrediting behavior, utterly incompatible with moral standards, and, most importantly, with the principles of the Democratic Party statute, can no longer continue to be such. The National Council of the Democratic Party has been and remains one of the highest governing bodies of the PD. Any behavior that is contrary to the statutes and rules established by it, without any corresponding hesitation from the party structures concerned, while preserving internal cohesion, must be condemned and removed from the guiding and political life of this party. Under these circumstances, the suspension of Mr. Azem Hajdari as a member of the National Council of the PD is a statutory and procedural obligation for the party chairman. Mr. Shehu considers this decision necessary also as a contribution to restoring political calm within the PD, and to paving the way for the full institutionalization of its life. This decision takes effect immediately and will be submitted for approval to the Presidency of the PD at its next meeting. See page 3

At the Ministry of Defence, the Municipality of Tirana, the district council, representatives of the People's Movement of Kosovo, etc. On the 84th anniversary of the Proclamation of Independence of Albania, as the two main heads of state, with the authority of the local and central bodies, they laid wreaths and paid homage before the monument of Ismail Qemali and at the Martyrs' Cemetery. This time, officials and citizens, veterans and representatives of various organizations took part in this commemoration. The ceremony was attended by President Sali Berisha, Prime Minister Aleksandër Meksi, President of Kosovo Dr. Ibrahim Rugova, President of Croatia Franjo Tuđman[?], the mayor of Tirana, representatives of the Ministry of Defence, the district council, municipalities and communes, and veterans' organizations.
