The decision has no reservations regarding the dispatch of a mission to Belgrade with a clear and separate responsibility, and all implications of its absence must be left to the previous documents of the external meetings of the current presidency. The action of this solution does not include the connection with Resolution 855 approved by the Permanent Council on 11 July.
Our government is convinced that the mission must be far more than that.
If established, this mission must return to the previous presence of the mission in Kosovo, Sandxhak and Vojvodina. According to Resolution No. 855, the Permanent Council may take new measures for the continuation of the mission, including Kosovo. You know very well that we are in an alarming situation, on the verge of the outbreak of a broad conflict. By limiting the mission only to Belgrade, this risk is not averted.
The mission must have a clear mandate to act also in Kosovo, where the deterioration of the situation and Serbian repression continue. Otherwise, a wrong signal will be sent to the Serbian authorities and to the victims of repression.

Kosovo - a fundamental problem of the Balkan crisis
The two presidents greeted the participants of the conference on good-neighbourly relations in the Balkans. They stressed that Kosovo remains at the center of the Albanian problem in the region, a result of the past, but also of the Euro-Atlantic perspective. The USA and the democratic European countries firmly consider a united and enlarged Europe.
For Kosovo, the postponement of the ultimatum until Monday regarding the deployment of Serbian special units, and consequently the taking of countermeasures by NATO, after the latest decisive step by the Contact Group and the interventions that further escalated the concentration of Serbian forces in Kosovo, has once again brought the issue of Kosovo and the region to the center of attention of Albanian and international public opinion.
For the President of Kosovo, Dr. Ibrahim Rugova, the hope is that the Albanians of Kosovo and Albanian public opinion as a whole should welcome every effort and investment made by all democratic countries, and especially by the USA, to solve the Kosovo problem.
The two presidents assessed as vital the need to respect the right of peoples to self-determination and emphasized that the Kosovo issue cannot be resolved by force, but by political and peaceful means.
Kosovo, the issue of the liberation war and of the Albanian people in Kosovo, is at the center of interest of Western chancelleries and international organizations. President Berisha and President Rugova stressed that the stability of the region is closely linked to a fair solution to the Kosovo issue.
