Kosova deserves the parliament for which it voted. The
institution of parliament is a civilizing obligation of
parliamentary independence, unlike other institutions
I am convinced that a democratic and sovereign Kosova
will receive reasonable understanding, more than an
occupied Kosova and a totalitarian Serbia

has also highlighted particular positions.
And that there is no reason for the right-wing forces,
fanatical bloodthirsters, and gamblers to be included in
order to take over themselves.
I wish to inform you that the compensation coefficient in
kind for urban pensioners and paid from the state budget
is 28.4 percent. This year of Albania’s prosperity will end
for urban pensioners with a compensation coefficient of
not 27 percent, but 29.7 percent. The pensions of rural
pensioners are 28.5 percent, but 28.7 percent.

If the economy, in 1996, aims to double production
compared with 1992, it can now be said with full confidence
that the country has entered the spiral of strong economic
growth. A considerable part of industrial production
reached 65 percent. Budget revenues increased by 18
billion lek, while foreign exchange reserves reached 275
million dollars.
The private sector is increasingly meeting the country’s
needs. Economic growth is being accompanied by an
increase in consumption and by improvements in living
standards. These indicators are linked to the fight against
inflation, the consolidation of the national currency, and
greater confidence in the reforms.
Good relations with neighbors
Regarding Kosova, I have emphasized that its issue is one
of security and peace in the region. It is a national issue,
but also one that affects the stability of the entire Balkan
space. Albania supports peaceful solutions and respect for
the rights and the will of its citizens.
At the end of this year, I wish to thank all Albanians for
their patience, wisdom, and energy in building a democratic
and free society.
