But this can first be achieved by openly stating the reasons: the main direct responsibility for the pyramid borrowing-and-lending lies with the free citizen, the free individual, and it is an element of his free initiative; second, as a government, I as President, all institutions and all political forces have their responsibility.

The Press and Information Office of the Prime Ministry announces that in his speech delivered to the National Council of the Democratic Party, the President of the Republic, Sali Berisha, emphasized important words for strengthening democracy in Albania.
At this meeting, Berisha underlined that the Democratic Party remains the largest reforming force and the guarantor of pluralism in the country. He spoke about the responsibilities of state institutions, the government and political forces in overcoming the situation created after the phenomenon of the pyramid schemes.
The President stressed that it is essential to say openly that the taking and giving in pyramid schemes is linked to the free initiative of the citizen, but at the same time also requires institutional responsibility. According to him, the support of the activists, sympathizers and electorate of the Democratic Party is crucial for the democratic stability of the country.
He called on the government, the Presidency and all institutions to fulfill their responsibilities in addressing the situation, and also underlined the importance of preserving order, the law and the continuation of democratic reforms in Albania.
