Socialist deputies failed to inflate Fino

Shtylli will not become prefect of Vlora TIRANE - The Albanian Parliament yesterday approved, despite Socialist opposition, the changes proposed by the Meksi government to the law “On prefectures”. The law, which defined more clearly the relations of the prefecture institution as an intermediate link between central and local government, was the object of opposition by Socialist deputies, who insisted that the draft be sent to the Fino government for review, as it had not deigned to examine it and bring comments to Parliament. The Socialists’ opposition, which could in no way be motivated as an attempt to correct any procedural violation during the passage of the draft from the government to Parliament, had to do with strengthening some changes that would expand Fino’s powers in appointing and dismissing prefects. After destroying the lawful institutions of local government in the southern cities, the Socialists aim to seize, through their prime minister, everything they need for full control of the electoral process. By insisting on this, they showed that the formula of national reconciliation government, which has left the Minister of the Interior, the representative of the Democratic Party, prevents them from acting with the prefect of Vlora, Albert Shtylli, or with Gjirokastër’s Gëlek Malaj. Yesterday’s parliamentary decision is a good example of peace and reconciliation, since it blocks Prime Minister Fino from appointing criminal prefects or prefecture secretaries such as Shtylli and Co., even though they accompanied him during visits to the South with the Kalashnikovs that have killed and destroyed the lives of these cities. The state administration under terror Socialists threaten... “administratively” The Socialists have intensified the campaign of propagandistic terror against state administration employees. In areas controlled by left-wing leaders and armed forces and weapons of murder, this includes not only local leaders, ordinary members and sympathizers of the Democratic Party, but also the entire state and public administration. In many districts of the country, as a result of this physical terror, local administration employees feel extremely unsafe in their work, or they work under the constant threats of armed gangs. At the same time, the Socialist Party press, whether dependent or self-proclaimed independent, has increased the intensity of psychological terror against the state and public administration. Even a passing glance at the headlines of the articles is enough to immediately see that this is a well-organized campaign with very clear aims. As is known, the Socialist Party in the previous legislature systematically voted against the vast majority of the fundamental laws of the free-market economy and the rule of law, presented in Parliament. The dismantling theory announced by Mr. Nano before last year’s general elections failed, but it seems that Albanian Socialists have not abandoned it. As soon as the National Reconciliation Government began work, the socialist prime minister and the other ministers of the former left opposition proclaimed the demonization, or rather the camouflaged intention, to penalize the entire Albanian state and public administration. Under the pretext of so-called reorganizations of local government, military units, prefectures and administration in general, the National Reconciliation Government was transformed into a truly socialist government, one that had not only a socialist prime minister and several ministers, but also its main purpose. The reorganization of the Intelligence Service, of RTV, of local government not only of the appointed but also of the elected one, are only some of the declared points of the socialist prime minister. The arguments presented that these demands come from political parties at tables turned once again into toys for meetings are merely a justification for the socialist prime minister’s appetite, but in fact they constitute a danger for him and his party. The decision to dismiss General Shehu is not simply an unlawful decision, but the culmination of the threat to the entire state and public administration. This decision means for all state and public administration employees that “they must work for the PS, obediently; otherwise they can be freely thrown into the street on a party proposal or by committees,” because when the PS removed the General, who was not within its competence, it is clear what it can do, for example, to a civil affairs clerk. The warning is more than understandable and quite concrete. Coupled with this, the propagandistic threat of the rule of law ultimately outlines, not merely a campaign of purges in the administration, but an attempt to penalize and criminalize the state and public administration by forcing it to work against the interests of the state and the people. It is by no means surprising that in the pages of the Socialist Party press, state and public administration employees, specifically or even in general, are portrayed as being compared with the fascist administrators of the time of the Second World War. The trends toward surveilling the state and public administration to unimaginable levels undertaken by the Socialist Party through propaganda and concrete actions by its prime minister are expected to intensify further, when the “parties” propose other dismissals, hirings and removals from office, as well as other appointments through “consensus,” naturally all “administrative” and within the “competence” of the prime minister. Having tried to eliminate the Intelligence Service, one step was attempted with RTV, another with the Police Director, General Shehu; all these illegal and unconstitutional actions were carried out under the mask of reconciliation and unclear agreements. In fact, this above picture darkens even more, as suggested by the left-wing press and the certainty of the prime minister’s statements, who is not even able to reconcile the rival groups within his own party, and the most natural question a newspaper can ask is: “Who is the next target for dismissal,” by vote, “administratively” now that it is the time of reconciliation? In such a fabricated time, of course, this question is also unnecessary. SH. PEPOSHI
