President Berisha talks with Ambassador Grubmajer The socialists’ alliance with the committees - the only obstacle In favor of a fully majoritarian system, the system that dominated for 30 years in Europe and in the USA, or the mixed German system with the majority system. No agreement with the committees on removing from government the Marxists and representatives of the communist nomenklatura, whose forces overturn order and block the electoral process.
Yesterday, at the [President?] of the Republic, Berisha held a meeting with the Austrian ambassador accredited to Albania, Dr. Klaus Dieter Grubmajer. This is Mr. Berisha’s second meeting with the Austrian ambassador after the elections of 23 March. At this meeting, the President of the Republic informed the Austrian ambassador about the political situation of the last few days and about the proposals he has made to resolve the current political crisis through early electoral elections.
“The new left alliance,” reports the Austrian news agency APA, “attacks President Berisha uncompromisingly, as the sole culprit for the pyramid schemes, but on its side the left is not ready to apply the formula he proposed to overcome the political crisis.”
For his part, the President of the Republic stressed that the only obstacle to the normal development of the political and electoral process are the so-called “public salvation” committees, allies of the Socialist Party and headed by it. “The committees have become responsible for criminal and anti-civic acts, such as holding many southern cities hostage, blocking the free movement of people and goods, seizing army vehicles and weapons and ammunition, terrorist and criminal acts against citizens, as well as creating a destructive climate of insecurity that makes it impossible to continue the electoral process.”
“These criminal acts,” notes the Austrian agency, “are tolerated or encouraged by the Socialist Party, which aims to hinder the conduct of elections, because it suspects a possible electoral defeat.”
“Grubmajer, who even a week ago emphasized in an interview that the pyramid affair in Albania was organized as ‘a private profit-making enterprise,’ notes that ‘if one looks at the situation in Albania critically, one must not make the Socialists responsible for the collapse.’ On the other hand, he warns that Austria may reduce aid to Albania if the situation here does not return to normal. ‘The creation of parallel organizations, of committees, runs counter to constitutional order and to the rights of the state,’ says the Austrian ambassador to the Austrian news agency. According to Western diplomats, the agency reports, this means that the international community will no longer tolerate the creation of parallel organizations in the future and will also stop humanitarian aid for Albanians in need if these committees block aid convoys for the population. He also rules out the withdrawal of Austrian investors from Albania, since very soon a contingent of Austrian soldiers will arrive to create the conditions for the normal continuation of the economic activity of Austrian entrepreneurs. “The potential for Austrian investment in Albania is much greater, but it is being reduced because the current situation is quite unclear,” he told APA. Vranicki arrives in Tirana today
The Austrian Secretary-General Vranicki will go to Albania today for talks with senior state officials.
Departing from Vienna, he will hold contacts with the Albanian president Sali Berisha and the interim prime minister Bashkim Fino. During his stay, Vranicki will meet the head of the OSCE observer mission in Albania, Mr. Zouri, as well as other representatives of the international community. On Monday, Federal Chancellor Vranicki described the aid sent by the Austrian army to Albania as “an act of solidarity.” He said that for Austria the stabilization of the situation in Albania is important for its own interests. “New relations with Europe and the Western world will be established in Albania,” Vranicki declared to the Austrian news agency.
