The points of agreement among the political forces

If exchanges with the south are not eased by the end of the week that is passing, if the cities of the south remain as they were in the days of February and March, then any discussion of the OSCE plan and the normalization of the situation in Albania would be a total failure of the agreement among the political forces. The right and the left consider the resolution of the crisis and the recognition of the rule of law to be the first obligation of the agreement. The OSCE may call for calm and dialogue, but without the restoration of order in the cities of the south, the committees continue to be a real obstacle to the electoral process. 1 - Every party participating in the implementation of the reconciliation government plan and the electoral process must guarantee to citizens that the acts of extremism and violence of recent days will not prevent voting. 2 - Implementation of the decision allowing deputies from all parties to move freely to verify the situation in the districts. In this context, Vlora, Delvina and Saranda are mentioned in particular. 3 - Guarantees for the creation of an impartial electoral administration. 4 - Restoration of public order and cooperation with international missions. 5 - The public rescue committees must be disarmed and must give up obstructing state institutions. 6 - Respect for political pluralism and equal participation in the campaign. 7 - International aid must be administered transparently and not used for propaganda. 8 - Postponement of any retaliatory action and concentration on political dialogue. 9 - All parties must publicly condemn the incitement of hatred and regional division. 10 - The final objective remains the holding of free and fair elections.

Berisha greets Vranaicki’s real contribution

President Berisha yesterday greeted the Albanian political force for the agreement reached through the mediation of the former Austrian chancellor, Dr. Franc Vranicki, the delegation accompanying him, and the Albanian political force. He assessed that this process marks an important stage in overcoming the political crisis and creating the conditions for free elections. In the meetings held, the need for dialogue between political forces and the avoidance of civil clashes was emphasized. The President underlined that the parties must show responsibility toward the country and the citizens. Political representatives declared that stability and constitutional order are a prerequisite for the return to normal life. Confidence was expressed that with the help of the international community, conditions will be created for the implementation of the agreement and the organization of forthcoming elections.

In the final days of the Albanian crisis, it has become even clearer that the aim of the committees is not civil peace, but the seizure of power by force and through pressure tactics. This logic of confrontation is being used to extend their control over the cities of the south and to dictate the country’s political life. On the eve of the calls for a strike, certain circles seek to present this movement as a civic reaction, while its aim remains political and organized. If the state does not restore its missing authority, the committees will use the vacuum to impose new conditions. That is why any political agreement must be accompanied by their disarmament and by guarantees of constitutional order. Otherwise, the elections will remain under threat and citizens will vote under the shadow of fear. Albania cannot remain hostage to an insurrection fed by chaos and seeking to bring old communist forces back onto the stage. Only the unity of the right wing and international support can stop this trend and bring the country back to normality.
