rescue committees" are the offspring of an anti-
Albanian and anti-modern party, which is trying to
take the country 50 years back.

election features. Whoever wants peace and Albanians
cannot join a cri-
minal organization, from which nothing else can come
but the destabilization of the country. All these are
part of a horror scenario, for the realization of the polit-
ical objectives of the extreme left, from which we have
in mind only after [t]hese forces, just as in
a position to terrorize the cities and govern.
The state has been hit hard, but it has never
been overthrown. For this reason too, law enforce-
ment bodies and state structures are trying to do
the best. We are raising local government on
the basis of the law. In this way we are laying the foundations
to put this situation in order, calm the country and
hold free and fair elections".
President Berisha said that in order to get out of the crisis
and move toward recovery, we need
work, national unity, rapid action
in all fields. He added that he understands the pain of the
people and their disappointment at having lost
their normal savings, just as he understands the anger
of workers and pensioners over the catastrophic
collapse of the economy during these four months.
"Without this great and unfortunate upheaval, we in
Albania would be in a very favorable position
and would take important steps to be in-
teg[u]rated with [E]urope. Now we must gather again
all our energies to overcome this difficult
situation.
The victory of the PD in these elections is the main
key to successfully overcoming this situation,
because it opens Albania's road to the West
and Europe. Together we must achieve a great
victory. I have the absolute conviction that
each one of us will give all our energies
in these elections for a secure victory. The victory of
the PD will be a victory for all Albanians with
1996. The greater this victory, the faster
reforms will be implemented and the closer
Albania's integration into Europe will be".
He invited Albanians to vote PD to
ensure a calm and clear course of
political developments. Together with all the pain
that the government's latest resolution, which harmed
everyone, must be heavy and current,
because it is being withdrawn with much concern.
For the first time, the country is taking this tail into
a compromise with which no one can unite. This grave state
of destabilization we are living through today and the pressures
for disarmament after [?] our disorder and insecurity,
it is necessary to vote for the PD so as not to [l]et the country
slip back into chaos.
We will solve the problem of savings
with a real solution and not empty tricks. Clearly
we will set things right and clarify
this problem. The market, the economy, the order, has
been completely destroyed, but not everything. This is
simply an appeal to restore hope, calm
among the people. These elections are historic if not
the fate of our nation".

The Shkodër agreement also

to destabilize the country once and for all.
In Shkodër, in order to exploit with arrogance the authority of
the senior officials of the PS, [they] carried out
an organized demonstration. After
raising the slogan "Shkodër and [d]a barricades"
they dispersed to block
roads and create tension. Led by the high
authorities of the "Committees of salvation" they have attacked the police
and innocent citizens.
In this attempt to seize
the square by force, they left no means unused,
setting up [b]arricades and burning tires.
Vehicles, offices,
and even private homes were attacked. Likewise,
many young people were pushed to commit actions
that endanger their life and future.
These actions constitute an open attack
on the constitutional order.
Nanos has been reminded that, just as
these supposedly calm people in government
cannot go far with a policy of pressure, he is trying to reap some electoral gain from this situation.

Ermenji follows the communists' instructions

The news reports these days about the split in Balli Kombëtar have left no room to make clear that this political force has been affected by a general weakening. The information coming from its National Council [s]how that the blow is strong. Some members and leaders of this force consider it unacceptable the stance of chairman Abaz Ermenji, who according to them continues to follow the communists' instructions.
At the meeting of the National Council of Balli there were very harsh debates. A part of the members demanded that this force review its policy and not become a tool of the left. According to critics, Ermenji made decisions without consultation and seriously damaged the interests of Balli.
Another major problem has been the inclusion of people close to the Communist Party on the electoral lists.
This has been seen as a serious violation of the principles of this political force. In this context, the name of Nuder Delianës[?] is also mentioned, proposed by the Coalition of 1 thousand.
The debate is expected to deepen further in the coming days, while it remains
to be seen how this situation will affect the upcoming elections.

in a way that is clarifying the position
of some left-wing parties. Aware of the damage they are doing
to the country, certain circles are inclined
to fuel the climate of insecurity. This is
most evident in the actions of the so-called rescue committees.
BK believes that free and fair elections are the only way
out of the crisis. Therefore we call on all political forces
to distance themselves from violence and destabilizing acts.
We also demand that state bodies take measures to protect
citizens and guarantee order.
