President Berisha urges Albanians to vote against the rebellion I wish to greet you, all the people of Tirana and all of Albania, and invite you and all Albanian voters to make June 29 the day when democracy prevails over the communist rebellion, the day of the triumph of the future, hope, faith, reconciliation and national unity over violence, terror, division and our bitter past. As Tirana is, so will Albania be! The developments of recent months—the communist rebellion—have turned June 29 into a day that will determine the fate and future not only of Albanian democracy, but also of Albania, its dignity and integrity, and the entire Albanian nation. On June 29, our citizenry must break with communist barbarism, which, in its final throes, has become more terrorist than at any time in its existence. Today it is mercilessly attacking our children and their future, the freedoms, rights, hopes, faith, property, dignity and lives of innocent people, the constitutional order and Albania’s integrity. Therefore, I invite you, the voters of the capital and all the voters of Albania, all together and through a calm and dignified election campaign, to rise resolutely above every hesitation, doubt, wavering and grievance, and on June 29 to separate democracy from rebellion, the future from the past, understanding from intolerance, and to unite more than ever on the path of democracy and integration into Europe. From this square, from Tirana, the heart of Albania, let us together call on all Albanian voters to use our free vote to save Albania’s young democracy and the values of our Western civilization, and to give the communist rebellion the answer it deserves—its total defeat. Today, more than ever, the hopes and faith of all Albania’s democrats are directed toward you, the Democrats of Tirana, who through your conduct, wisdom, composure and determination will determine the present and future, the fate of Albanian democracy. As Tirana is, so will democracy be! Your responsibility in this campaign is manifold. Today, more than ever, the minds and hearts of all Albanians in Albania and throughout the world are turned toward Tirana, Albania’s locomotive. Therefore, let us assure Albanians everywhere that Tirana, the mind and brain of the nation, will respond to the rebellion and the committees, and will demonstrate as never before its values and determination to lead Albania along the road of democracy toward Europe. The Central Election Commission confirmed yesterday that the name of one of the rebellion’s candidates in Vlorë, Aramaj, a PS militant, has been registered as an independent candidate in one of the electoral areas that the PS has left open in Vlorë. In reality, the PS has not left any of its electoral areas open, but the names of its candidates have not been included on the PS’s official list. They have been presented as independent candidates, but are directed by and act in support of the PS. A. Ramaj was the leader of the so-called strike on Saturday in Vlorë and is a cousin of the PS Steering Committee member, the extremist Brokaj, who is also a candidate in Vlorë. The PS’s tactics of presenting its candidates as independents while at the same time leaving the same area open for its allies in the ordinary ranks of the PS have recently become a problem. On the other hand, the PS has found a way to nominate the leaders of the rebellion, the most ordinary and wretched figures who bear responsibility for the chaos and anarchy in these areas. Thus, the PS is expected to announce other figures of terror in the South as parliamentary candidates—people who have been promised positions of privilege for such services as killing police officers, burning town halls or robbing banks. Law-enforcement and prosecution authorities must find the monsters and give them the punishment they deserve Berisha condemns the terrorist act at a school in Durrës The President of the Republic, Sali Berisha, strongly condemned the heinous act of throwing explosives into the eight-year school “Marie Kaçulini” in Durrës, which he described as terrorism so vile not only because of its violent nature, but especially because of its target: children, who represent hope and the future. The President’s statement, sent to the Presidency, says that he calls on and appeals to the government and law-enforcement authorities to identify and punish the perpetrators, and to the prosecution and judiciary to bring these monsters to justice so that the full force of the law may impose the punishment they deserve, the statement concludes.

The OSCE envoy returns to Albania Vranicki in Tirana tomorrow Meetings with President Berisha, Prime Minister Fino and the leaders of the main parties The OSCE’s Special Envoy for Albania, Franz Vranitcki, will arrive in Tirana tomorrow; this will be his fourth official visit to Tirana in recent months. He will meet with President Berisha, Prime Minister Bashkim Fino, leaders of the PD and PS, as well as General Forlani of the multinational forces. Vranicki will also meet again with OSCE and ODIHR experts in Tirana. “The purpose of the visit,” his spokeswoman, Fleming, said, “will be to identify the problems and determine the OSCE’s role in the electoral process.” Fleming says the OSCE is trying to secure assistance for Albania in many areas related to the electoral process. “There is a great deal of work to be done. We are taking steps to reassure voters that we have plans for the freest possible election.”
