Criminals closely tied to insecurity and to the new consequences of the premature installation of power by the Albanian communists through the electoral farce of 29 June 1997 have fired blindly at the participants in the peaceful rally organized last night in Tirana, called as an act of protest after the decision of the commission with the PS to repeat the voting in Vlorë in the referendum on the form of the regime.
The police of Commissioner Nano, instead of arresting the criminals and disarming them, an action so far ordered only in words by Prime Minister Fino and Interior Minister Agim Shehu, has acted against the protesters. Somewhere, in disregard of communist journalists, before the eyes of all Albanians, the bloody image of communism has appeared for the second time in Tirana. The bursts of automatic fire from the guards were directed at the crowd of people protesting peacefully and unarmed in front of the Prime Ministry and the Presidency.
The chairman of the Party of Legality, Ekrem Spahia, declared to journalists that one person had been killed by the gunfire and 5 people had been seriously wounded. They were taken urgently to hospital. During the shooting, the bust of King Zog, placed in front of the crowd of protesters, was also knocked down by a bullet hit.
Precisely from the center of Vlorë, at the height of the tension following the departure of the Alba Mission and the withdrawal of the civilian forces from the prefecture, where yesterday the implementation of the Italian scenario to bring Fatos Nano to the post of prime minister was decided and launched, it was reported in the evening that the police had fired on the opposition rally. Sali Berisha declared that the return of the bloodied communists to power is warning that pluralist democracy is being wiped out.
In a large part of the country’s territory, as happened a few days ago also in southern Albania, in many cases police forces have been engaged on the side of terrorist organizations and in the service of the expansion of crime and communist revanche.
In Tirana, the bursts of police fire toward the crowd in the square in front of the Prime Ministry were followed by a strong clash between the angry crowd and the police, while late last night the total number of victims was still unknown.

Berisha calls on defenders and sympathetic socialists to avoid any kind of violent confrontation and especially to avoid any residual violence and defiance of the self-determination declared by the Central Electoral Commission
Sali Berisha calls on all citizens, members and supporters of the Democratic Party to calmly respect the decision announced on 2 July by the Central Electoral Commission regarding the referendum, despite the serious flaws and numerous falsifications that accompanied it. He calls on citizens to show calm and moderation, to avoid at all costs any clashes with the socialists, because "in such a situation the national interest requires above all stability and calm".
AFP - I call on all our citizens and first of all the defenders of the monarchy, who had the right to protest democratically and peacefully against the massive falsifications, to show maturity, calm and restraint. I urge you to avoid at all costs any clash with the socialists and the other order forces; the development of the referendum has been darkened and has lost the fully normal and democratic essence with which the form of the regime was supposed to be decided. Above all, today the country’s best interest is that every kind of violent and residual clash arising from the referendum announced by the Central Electoral Commission be avoided".

After this ugly act, the country is on the brink of an even greater catastrophe than the chaos that has been established. There is no longer any guarantee for citizens' lives from the authorities. The state has fallen completely into the hands of gangs commanded by the socialist leadership. The political murders of 2 April 1991 are being repeated for the second time in Tirana, after the automatic weapons fire against peaceful demonstrators.
Today, through violence and anarchy, citizens are choosing not only the future government, but also the form of the regime by means of a manipulated referendum. This is an act with very serious consequences for the country's stability and the future of political pluralism.
Angry citizens have the right to oppose the police force, which has turned into an armed aggressor.

AFP - The forces of legality describe it as a cancellation of the referendum result on the monarchy issue of 29 June and call on the chairman of the PS to respect the will of the people.
In a press statement, "I want to make it clear to Mr. Fatos Nano that if the tactic of delay continues, Albania will end up in political catastrophe, not stability".
In another statement, the Liberal Social Union joins the protests against the announced result, describing the actions of the PS as destabilizing.
