Albanian Socialists are coming to power while announcing an unprecedented revanchism that threatens a new destabilization in Albania and a major institutional upheaval, affecting first and foremost the package of constitutional laws, which has played the role of a constitution for post-communist Albania.
By exploiting the red dominance in the future Albanian parliament, the Socialists are arrogantly promising to turn upside down the country’s most fundamental laws and institutions.
At the same time as the horrors about appointing Rexhep Meidani as the future president of Albania, the Socialists have also announced a drastic reduction of his powers, thus marking the first step toward undermining the constitutional laws. But if they have found a Meidani who is ready to remain silent like a fish, and to present himself as a puppet president for the sake of strengthening Nano’s office, the Socialists seem to have a stopping explanation in their mad rush to demolish from scratch the laws and institutions they themselves have trampled. Even before the parliament elected on 29 June has convened, where they hold the majority, they are saying they will begin work with the constitutional laws.
Meanwhile, the threat of turning upside down the most important institutions of the Albanian state grows stronger after the announcements about the new formula of government being offered by the Socialists. Arben Imami is being mentioned by all sources close to the information as the future minister of institutional reform, a new portfolio invented by the future prime minister, Fatos Nano.
To give Arben Imami the attributes of reforming the institutions of the Albanian state is the same as appointing Gjolekë Malaj, General Koçi of the South, or Albert Shytni of the Vlora committee, for this job.
Now there is no one in Albania who does not know the story of Arben Imami, who urgently returned from the port of the Atlantic, landed in Greece, and from there was thrown into Tepelenë and Gjirokastër, where he put on boots and a military uniform to march armed toward the capital alongside Koçi and the other bandits of the South. After that, for several days, having taken off the politician’s tie, he announced his resignation from the Democratic Alliance, and gave interviews as a senior officer of the communist rebellion that would march with his rebel troops against the “Berisha regime.” At the time when he was dressed in military gear, it is not known whether in an Albanian uniform or that of another state, the “troops” under his joint command and those of the other head bandits committed hundreds of killings, arson attacks, thefts and bank robberies in several southern cities.
It is precisely this man, who later appeared as a peace-loving figure, repented and returned to Tirana to become civilian again, who is not only being accepted once more as a politician, but is also the Socialists’ choice as minister of institutional reform. This is the biggest thing being told to Albanians, since they are being told that the path by which the institutions in Albania will be reformed will be shown by the rebellion of Koçi Xoxe, one of the three men bearing the weight of all the municipalities and communes he burned, the banks he stole from, and the party headquarters he blew up in 16 days in the country.
Their warning that they will turn the entire package of constitutional laws upside down in the first days of the next parliament’s convening exposes as a demagogic farce Nertan Ceka’s statement that the victory of the 16 parties has nothing to do with service and ministries, just as on 22 March democracy won with commissionership. Because what Nano and the Socialists are warning of is far more serious than what Fehmi Abdiu is said to have prepared for all the non-communist jurists working in the country’s institutions. The government’s red revanche is heading toward undermining or cancelling Chapter 16 of the legal provisions, which is the most important block of the constitutional package. When this chapter was approved, all the Socialists voted against it in bloc, and now they have even more reason to persecute the 16 jurists who have suffered the most in Albania. The Socialists are coming to power while announcing a fierce communist revanche, threatening that they are seeking a change of system more than a change of government.

After one o’clock, a open conflict began between the special police and the ethnic Albanians, resulting in the wounding of three ethnic Albanians and one Macedonian special policeman. There are still no data on the scale of this conflict.

At 15:30, the police dispersed the gathered Albanians, while Macedonian snipers fired from the surrounding upper windows, killing at least three Albanians and wounding around 70 others. Macedonian sources say three policemen were also wounded, who “were beaten by the crowd.”
Macedonian special forces arrested up to the early evening 40 ethnic Albanians, suspected of having organized the protest and of having been “armed,” according to the Macedonian authorities.
