The opposition: A barricade against revenge
"Bashkimi për Demokraci" denounces the political purges of the installed socialist government and offers anti-revenge alternatives
Communist revanchism, the violation and humiliation of human dignity, crime, theft and the destruction of democracy and the country's stability, exorcise the desire for revenge and retaliation against any political opponent and rival.
Within the framework of this undignified psychology, the PDS government, headed by Fatos Nano, has begun carrying out political revenge by pursuing the political cleansing of the country through dismissals at all levels in the administration, police, and all central and local state institutions. Under the mask of the hidden struggle and the fight against corruption and wrongdoers, the organizers of Albania's communist rebellion are removing hundreds of officials and employees who, over these 5 years, have faithfully and devotedly performed their duties. These arbitrary actions have often been accompanied by threats and mistreatment, as well as placing offices and homes under police control and surveillance. The Democratic Party has strongly condemned this unconstitutional action by the Nano government. The PD government, together with the other center-right parties involved in "Bashkimi për Demokraci", will carry out a comprehensive action to curb this revenge and to ensure all the necessary legal means for protecting the rights of Albanian workers from arbitrary and illegal dismissals. Bashkimi për Demokraci presents to Albanian public opinion an alternative for denouncing and stopping these arbitrary and unlawful purges from the public administration and the entire state structure, which will be based on:
- Defining personnel and staffing on the basis of professionalism and qualifications, not party affiliation;
- Conceiving the public administration as a service to the citizen and not a political tool;
- Transforming the public administration into a depoliticized structure independent of politics;
- Establishing parliamentary oversight of the administration and creating a special parliamentary committee for public administration and administrative reform as a whole;
- Defining by law the powers and responsibilities of the civil servant and public administration employee, ensuring him all rights and legal protection so that he can serve law enforcement with correctness and impartiality;
- Banning by law the militancy of the public administration, police personnel and the army, as well as their involvement in politics.
Bashkimi për Demokraci calls on the socialist government to stop the dismissals of state and local administration employees, police and army personnel. To abandon threats, intimidation, denigration and the violation of employees' personality and dignity. Not to allow the executive branch to intervene and make decisions contrary to the law. To allow the publication of judicial decisions by the Council of Ministers and the ministries. To renounce revenge and respect the state and human rights.
Furthermore, Bashkimi për Demokraci calls on the President of the Republic, Rexhep Meidani, to respect the constitution faithfully and, using the means it provides, to prevent the executive’s revenge and arbitrariness, by not allowing replacements of officials and public administration employees without lawful cause and due procedure. In particular, Bashkimi për Demokraci calls on the head of state to fully exercise the powers recognized by the constitution and laws for the dismissal and appointment of senior officials of this administration. It also calls on the opposition people not to fall prey to provocations and revenge, but to organize and defend their freedoms and rights.
