Yesterday the Parliament of Kalashnikovs opened the debate on approving the installed constitution in the interests of the social clients. The consideration of the constitution came in the wake of recent events, with the unauthorized admission by Parliament of 29 legalized officers to take part in the work of parliament.
The scheme of having this constitution adopted by the Socialist parliamentary group is presented as anti-national and anti-democratic. It consists of a blatant violation of the parliamentary procedures approved by consensus of the political forces in the 9 March agreement, as well as the brutal violation of the legitimacy of the Council of Experts established on the basis of consensus among the parliamentary parties.
Today, the chairmen of the parliamentary parties and their deputies should have met in Skopje to set the conditions for drafting a new constitution according to Western standards. As announced by the PSHP communiqué, with the announcement by the speaker of parliament, Mr. Gjinushi, that he would not attend this meeting, the Constitution of the Parliament of Kalashnikovs is taking its course.
Hasani has made it known that a group of deputies from the majority is calling for the urgent examination in committees of the draft constitution submitted on 20 July 1997. According to him, this review will begin on Friday in a marathon that could end with its approval in the plenary session on Monday or Tuesday. The Socialist leader Majko yesterday replaced Fatos Nano's absurd stance toward the constitution presented by the so-called “council of experts” established by a consensual decision of the 10 parliamentary political parties. Yesterday Nano replied that “for them the experts' draft does not exist at all.” At the press conference, the SP also announced yesterday that “the SP agrees with the speedy approval of a temporary constitution.” Majko, on behalf of the socialists, said that “the constitution is not made by excellences imposed by the parties, but by parliament,” while the country's second Socialist leader cynically claimed that “we do not care about the opposition at all.”
Later the spokesperson of the Socialist Party also spoke about ties with other left-wing forces such as Skënder Gjinushi's PSD and Vasil Melo's PBDNJ. According to him, the constitution will pass through the votes of the left-wing majority regardless of the opposition's objections.
