The name of Count Nano cannot be mentioned in any decision of the Presidency or the Defense Council regarding appointments in the army, starting from the constitutional right of the President of the Republic as Commander-in-Chief of the Armed Forces and Prime Minister Nano's amnesty for the rebels. The President of the Republic of Albania has decreed, as a constitutional right, the appointment of the Korça commander with the 1 officer heading the Infantry in the 5 districts of the region. Nano may not know that the President of the Republic has decreed his appointment. He may not know that the President of the Republic has also approved the appointment of the brigade commanders in Tirana, Vlora, Gjirokastër and Fier. If the commanders whom Nano has appointed as commanders ordered by the Socialist government in Tirana and in the brigades have allowed weapons to be looted, have allowed soldiers to be killed and have let the command structures collapse, this does not mean that the President's decisions are invalid. The President has decreed the commanders of the districts and brigades according to the constitution, whereas Nano and his people have replaced them with political militants. This is the essence of the crisis of the Albanian army.
The government's latest orders have removed from army leadership most of the generals and colonels with professional careers and have replaced them with people politically tied to the Socialist Party. This process culminated after the 1997 unrest, when the weapons depots were looted and the chain of command was destroyed. Instead of rebuilding the army on a professional basis, a party line has been followed. Many of the young officers have no command experience, while others are known as fanatical reservists or former managers of trading companies. This has turned the army into a politicized structure rather than a national institution.
Furthermore, government propaganda tries to present every criticism as an attack on the state, whereas the problem is precisely the destruction of the rule of law. The army cannot be turned into a branch of the party. It must be based on discipline, merit and professionalism. Otherwise, the country remains undefended and exposed to political adventures.
