Soon, most municipalities and communes in Albania may be presented with the government formula of co-governing with the parties and the men of force, just as has already been presented in other districts. If the rulers in Tirana were to extend the pyramid vote across the whole country, then we would move toward the worst solution of the Albanian conflict, toward domination by every possible means in the contradictions between democracy, local power and the center. A protest in the name of the law, not in the name of local government or the national government, is the event that has brought together in Tirana elected local representatives, commune and municipality chairmen from the most diverse places in Albania. Most of them, elected in the 29 June elections, will face a previously unannounced scheme for dividing responsibilities and funds with the center, with the government and with the armed groups that support it. At today’s meeting, many will raise their voices to oppose the parallel power that is being created in the name of the state, in the name of order and emergency. Instead of respecting local autonomy, today’s authorities seek complete dependency, a submission that neither the law nor political morality accepts. From the protests spread throughout the districts, from the statements of the municipalities and communes, from the resolutions adopted by them, it is clear that the conflict is not only about day-to-day administration, but about the very meaning of local democracy. We Albanians are seeing that, for the first time in history, after the removal of the totalitarian regime in Tirana, among the Albanians of Kosovo there is arising a terrible feeling of distrust toward the motherland Albania. What happened with the Nano–Milošević meeting is a serious political and moral blow. Instead of Albania rising as a clear support for the Kosovo cause, it gave Belgrade undeserved legitimacy. This is conduct that can be understood in no other way than as a betrayal of Albanian interests. Kosovo lost Albania in the political and moral sense. If this meeting is presented as pragmatism, then we are dealing with a dark, harmful and anti-national pragmatism. The Albanian authorities have no right to negotiate over the fate of the Albanians of Kosovo without their will and without their consent. This act will have serious consequences for the political consciousness of Albanians and for relations between Kosovo and Albania.
