The first 100 days of Nano’s cabinet showed Albanians in the clearest possible way that the violently imposed elections of June 29 were by no means a political solution for the country. They will be remembered as the dark days of crime and political terror against the opposition, the violation of citizens’ freedoms and rights, the failure to restore public order, the holding of aid for Albania hostage, the most inferior and unsuccessful foreign policy in the country’s entire history, and, above all, the systematic impoverishment of Albanians. In just 100 days, today’s government officials have become completely identified with the massive smuggling that is choking the state, while in many Albanian cities crime is raging just as it did during the hottest days of the chaos in February–March this year. Just yesterday, 6 people were killed and many wounded in Albania, and this bloody toll does not at all prevent Minister Çeka or the prime minister from proudly declaring at international meetings that in the country ... In the south, citizens are completely terrorized by the fact that they now see the most notorious murderers and bandits wearing police uniforms or, at best, under police protection. After 100 days, the number of Albanians who remember Nano’s campaign promise to return their money has grown; they are now fully convinced that their prime minister is nothing but an ordinary fraudster. According to a poll published in the Albanian press, 61 percent of respondents have not forgotten Nano’s super-deceptive promise of June 9 in Flag Square, when he promised to return the money, including the interest. Meanwhile, Albanians are forced to pay for the greed of the smuggling government officials through doubled taxes and prices that become harder to afford every day. By trampling on and disregarding all the pre-election agreements and promises to respect the spirit of national reconciliation, the new rulers have shown in thousands of instances within 100 days that they are determined to install Nanocracy, the new form of socialist dictatorship in Albania. The political murder in parliament, the informational terror against the opposition, the unimaginable political purges in the administration, terror and pressure on local government, the bunkering of the only state television channel, and the return of people who used State Security methods to the National Intelligence Service are some of the most notable achievements of Nano’s government. These are tangible for every Albanian family, as are the government’s dereliction of duty and betrayal of Albanian interests in foreign policy. By now, Nano-Milo diplomacy—the Crete Summit—has been the perfect example that these people, who came to power with guns, are not only politicians, but also a threat from the Serb factor to the position of the Albanian factor in Albania and beyond, and a great danger to the nation itself. For 100 days, Albanian government officials have gone through the dark tunnel of Nano’s rule without seeing, even for a moment, light at the other end. This time has been enough for them to understand and see that they cannot imagine a better future for themselves without deposing these rulers.

Local elected officials protest against the communist revanche and Nanocracy . Today, municipalities and communes across the country are closed. Local government is protesting against central government. The one-day strike by municipal and commune leaders is an act of resistance against the communist revanche of the current government. It is being held against the dismissal of 420 local-government secretaries, against physical violence and psychological pressure against many of this branch of government’s leaders in several districts, and against the raising of funds and legal separations being carried out by the Nanocracy. The protest by mayors and other local-government leaders is one of the largest protests since the former communists came to power. It is the first case of total opposition to the central government by the other branch of government. Since the Nano government came to power, a large number of provocations against mayors, commune heads, and other local-administration officials have been recorded, beginning with Prime Minister Nano and extending to socialist fanatics enrolled in their gangs. Beatings, threats, attacks with firearms and explosives, illegal demands by the two-percent parties in the coalition for new elections, and changes to laws and the budget in line with this administration’s circumstances and governing aims form the backdrop to today’s strike. With this act, local officials once again demonstrate their determination to stand against the communist revanche, against the current government’s constitutional violations, and against attempts to denigrate this important part of the country’s governance.

The Prime Minister of Kosovo requests an urgent meeting with the Prime Minister in Tirana Kosovo’s Prime Minister, Bujar Bukoshi, yesterday requested a meeting with Albania’s Prime Minister, Fatos Nano. His request is urgent, and it seems that the Prime Minister in Tirana has had no time to refuse or devise an alibi concerning this meeting, which is expected to take place as soon as possible. Bukoshi’s insistence on meeting the only Albanian interlocutor of the President of Serbia comes immediately after Nano’s meeting with Millosheviç in Crete. As far as the Kosovo issue is concerned, this summit can be considered a small step that reduces the Kosovo problem as an international issue to the lowest possible level. Nano failed to understand and interpret the Albanians’ strategy for achieving a free and independent Kosovo; what is more, he sabotaged this strategy, which has been operating institutionally for seven years, as much as he could. The Albanian Prime Minister called on Millosheviç to respect human rights, while he himself described the people of Kosovo as a community. If he used such a definition in Crete, in Rinas he suggested that the Albanians of Kosovo live together normally with the Serbs in Serbia. ON PAGE 3

At yesterday’s meeting of the District Council, the parliament’s decision was rejected and it was confirmed that Shkodra recognizes November 28 as the date of Albania’s liberation. The local elected officials called November 29 a holiday belonging to Enver Hoxha and Fatos Nano, which will never be celebrated by the anti-communist people of Shkodra. The decision by Shkodra’s local elected officials follows the one taken by Malësia e Madhe the previous day on the same issue. Meanwhile, the fact that it is Shkodra that is strongly opposing the restoration of one of the strongest communist symbols in Albania’s history is highly significant, since the date of this city’s liberation is also the date of the country’s liberation.

The mayor of Innsbruck, the capital of the Tyrol region, invited the Democratic Party’s MP Pjetër Arbnori and Mr Al. Spahia to visit his important Austrian city. At the lunch held in honor of the Albanian guests, attended also by the chairman of the Innsbruck City Council, Martin Krulis, they discussed relations between the two countries, recent events in Albania, and the prospects for Albanian democracy. During dinner, the participants emphasized that the Tyrol region and the city of Innsbruck have maintained close ties with Albania and that this spirit of cooperation will continue in the future. During lunch, Arbnori and Spahia answered questions from journalists interested in Albania and its prospects. Today, Arbnori and Spahia will leave for Munich, Germany, invited to a ministerial meeting on the unification of Albanians around the world.
