Of course, Berisha had no reason to lie to Prime Minister Nano. He has shifted responsibility for the current financial situation to the “blockade” of central bank funds in the spring of this year, which, according to him, is the result of the President’s failure to sign the decrees. This version has now also been made public by the deputy prime minister of the “Nano” government, Ilir Meta. Earlier they had directed the criticism at Berisha, but apparently they have now “clarified” things. According to them, until 10 July the government had every opportunity to act. Until that date, according to their statements, the President had not signed the decrees appointing the new government, but that did not prevent the government from acting through its own decisions. However, if this is true, why, after 10 July, did no action begin to recover the state’s money, which, according to them, had been left without a single penny? A recent statement by the government spokesman has shed light on this matter. According to him, what prevented Nano’s government from restoring the finances was that during this time it failed to control the customs. Certain that he had to say something about the government’s failure, he placed the blame on the customs, as the institution that brought in most of the revenues. However, this is only a political claim, since, as has already been stated, the customs have been under the control of the new government. Now the government has entered its fourth month and no one can excuse themselves by appealing to the inheritance they received. If the situation truly was such, it was the government’s duty to take urgent measures. The people cannot wait forever while the crisis deepens and promises remain only words. As a result, the political attacks against the President appear to be an attempt to avoid responsibility. The debate over pardoning a convicted person is being used to cover up the government’s inability to deal with the country’s economic and administrative collapse.

The government’s latest explanation is linked to the customs. According to the spokesman, the lack of control over them has prevented the collection of revenues. However, this conflicts with other statements that the customs administration has already been under the authority of the new government. In this sense, the justification sounds weak. If the new government knew the real state of the finances, then it should have taken immediate measures. On the contrary, failures have increased, while the political debate has shifted to the presidential pardon, as if the country’s problem were only a decree. This situation is increasing public distrust. In the absence of concrete results, the accusations against the President are increasingly seen as a way to hide governmental incompetence.
