In many areas, especially in the south, public order is out of control and citizens live under the threat of guns, robberies and explosions. The events of recent days prove this best. In Lazarat, an explosive has destroyed a health center. In Përmet, Elbasan and Ballsh, gangs armed with masks have robbed emigrants returning from Greece, taking their savings. The police says it is pursuing the perpetrators, but according to press sources and developments on the ground, it is hindered and betrayed by high levels of the state.
