NATO’s efforts to prevent the outbreak of conflict in Kosovo were also praised by the leader of the Albanian opposition as an important factor for stability in the region. Following yesterday’s talks, the French ambassador stated at the press conference that France will strongly support the opposition in its constitutional and democratic role.

21 June as civic responsibility

The government considers this post-communist referendum all the more as a way to mark [?.] the post-transition phase once and for all. This is the great lie with which voters are being fed and propagandized, that it is a final act, the first step toward a calm and normal social and economic life. In reality, on 21 June there will be not a final act but a new starting point for all the accumulated Albanian problems. Especially since time has shown that the final acts of societies are always a failure and then a new beginning, especially when these acts come without political transparency and without broad national consensus. On 21 June citizens will find themselves facing a ballot paper that hides within it not merely the referendum question, but the future of relations between the state and society. For this reason, the referendum cannot be treated as an administrative ceremony, but as a civic responsibility of each individual. Today, when the political climate is heavy and the institutions of the state have been used as party instruments, more clarity than ever is required. The Albanian voter must know that his vote is not just a mark on paper, but a choice that affects the constitutional order, the balance of powers and the very possibility of a normal political life. Precisely for this reason, 21 June must be seen as a test of civic maturity. It is not enough to listen to the propaganda of the day; the citizen must judge with his own mind, weigh the consequences, understand what he is being asked to approve and what he may lose if he decides under manipulation or fear. If this referendum takes place without democratic guarantees, without free media and without impartial administration, then it will not produce legitimacy but a new crisis. In this sense, 21 June is not the end of the transition, but may become the beginning of another phase of uncertainty. The citizen, then, is not facing a formal obligation, but a test of conscience. His response must not come from fear, nor from fatigue, nor from the promises of the moment, but from the conviction of what best serves freedom, the democratic order and the country’s future.
