Every day, events are moving downward toward the abyss of the worst. In Kosovo this is evident not only on the scene of armed clashes between KLA units and Serbian detachments, but also on the diplomatic scene. The USA, the leading countries of Western Europe and Russia are intensifying efforts to put an end to the fighting and stabilize the situation in Kosovo by mediating with Albanian representatives and with Serbian representatives. After the meetings of Albanian representatives with the President of Albania Rexhep Mejdani and then of Prime Minister Nano in Macedonia, the reports from Pristina that Richard Holbrooke will meet with KLA representatives constitute the most important political development of the moment. It is not hard to understand the significance of this diplomatic act. For the first time, the representative of American diplomacy meets with KLA representatives, a fact unthinkable only a few weeks ago. Moreover, Holbrooke’s meeting with KLA representatives is taking place at a time when this force is emerging as the most important military and political factor among the Albanians of Kosovo. If until yesterday Western policy mainly followed the line of Ibrahim Rugova and the moderate groupings, recent developments on the ground have imposed recognition of the role of the KLA. This does not necessarily mean full legitimization, but it is a major step toward its inclusion in a political solution. On the other hand, the development shows that diplomacy is increasingly approaching the reality of arms. In Kosovo, the reality of force has changed the balance and forced diplomacy to break out of its former clichés. This brings hope for a more pragmatic approach to the crisis, but also the risk that the political process will remain hostage to the pace of the fighting. It remains to be seen whether the meeting will be followed by concrete steps toward a ceasefire and dialogue, or whether it will simply serve as a belated recognition of a reality imposed on the battlefield.
