This is the third national meeting of “Alliance for Democracy”, focused on local government. The meeting, with elected local representatives of the opposition and independents, began yesterday and will continue today. The speech by the PD chairman, Sali Berisha, opened the proceedings with a welcoming address, in which he stated, among other things: Honored leaders and mayors of the municipalities and communes, representatives of the commune and municipality councils, representatives of the “Alliance for Democracy”, ladies and gentlemen. Allow me first to greet the massacre of the communist rebellion with the local elected officials from the right-wing party.[?] Within a span of just one and a half years, the time of the left-wing coalition’s rule and the communist comeback in Albania, local government and its administration have been hit in every respect. The opposition in Albania has strongly condemned in particular the political and mass purge of the local government administration of more than 4,000 citizens employed on party grounds, without any accusation and without any argument. If the political purge in the central administration constitutes an arbitrary, unconstitutional, punishable act, the purge of the local government administration constitutes a doubly punishable arbitrary act, because this act in itself represents a denial of the Constitution and of the European Charter of local autonomy. And this is because the local government official is an employee of a power independent from the central government. The order to begin the political purge in the local government administration came in the most absolute way from above. In particular, on this occasion I condemn the act of the Albanian prime minister, who by circular ordered the prefectures and sub-prefectures as well as other state institutions to block any funding, assistance and action for local government and for communes and municipalities led by opposition-elected officials. This act constitutes a unique form of anti-local-government rule in the history of the continent. ON PAGE 4
