By taking the secret police out of any parliamentary and institutional control, and placing it completely in the hands of the prime minister, this law paves the way for the rebirth of the notorious State Security, with all the lawful powers that a modern intelligence service has today. This happens at a time when the country is engulfed in chaos, when public order is still unstable and when the government has been caught up in a wave of political and criminal scandals. According to the opposition, the law on SHISH creates clear preconditions for the installation of a political repressive mechanism in the service of Fatos Nano and his majority. Through this law, the head of government takes under full control the appointments, direction and functioning of the secret service. This represents a dangerous step backward in the country’s democratic process and brings back the spirit of the darkest years of the police state. Instead of building independent institutions controlled by law, a fearsome structure is being erected that can be used against any citizen, journalist, politician or opponent of power. The creation of this structure is interpreted as a clear act to intimidate and neutralize the opposition. In a context where the country is experiencing strong political tensions, a secret police directly dependent on the prime minister is seen as a direct threat to pluralism and freedom. The government is bringing back, in new forms, the old spirit of total control. With this law, Albania risks turning back in time. ON PAGE 3

The opposition wants a constitution for all Albanians
In a statement, the “Forum for Democracy” confirmed that the opposition will defend the Constitution from the deals of distortion. It conditions the return to Parliament on four parliamentary conditions, stressing that the draft constitution has not been reformed and remains anti-democratic. The Forum also denounced the criminal situation and accused the government of extortion and terror against business.

According to it, the government of “innocence” has on its shoulders the daily victims of insecurity and anarchy.
