The current government, under yesterday’s orders, continues with the same [...] and with governance directed toward destabilizing the country. The government acts with complete disregard, ruling by orders and police actions. The ruling policy of the government continues to have a serious impact on the lives of citizens and on local institutions. In all regions of the country, law-enforcement forces and other structures continue to exert violence and pressure. Under these conditions, it is clear that the current power is not seeking the rule of law but the strengthening of political control. The situation has become unbearable and calls for civic and institutional response.

The American aid and democracy project programs have also been officially suspended until it is clarified what the Senate will decide regarding Albania. The step was taken by the American embassy in order to implement the State Department's decision of 3 August, according to which all of Albania, except Tirana, has been designated a dangerous area. Due to the changes that have occurred in recent months and especially the unrest in the north, the program being carried out in Albania by various American organizations such as IREX, [...?] and NDI-OS, with the exception of the capital, has been postponed indefinitely. Meanwhile, the possibility of resuming their activity is currently being considered. All projects have been suspended until the White House and the State Department review the situation in this country.
