By Fatos Mahnçoli The black combinations, the routes of the Albanian government in relation to Kosovo, no longer need either comment or investigation. It is enough to follow its steps calmly and carefully to learn immediately where the orders come from and where they lead. A few months ago, after the tragic events of 14 September, the socialist government, finding itself in a tight spot before the opinion formed about it, not only issued a more moderate official statement on the handling of the Kosovo problem, but also undertook several public moves in that direction, which could create the impression of a different stance. It was said that trade contacts with Yugoslavia would be reduced, that the entry and exit of Serbs through Albania would be stopped, that certain suspicious activities through the northern border would be closed down or at least restricted, etc. However, it soon became clear that everything was nothing more than propaganda smoke and mirrors. On the contrary, after a few weeks it was seen that trade with Yugoslavia had not only not been reduced, but in many areas had increased; that the movement of people and goods northward continued unhindered; that other, less publicly visible routes were being put at the service of links which the government in Tirana has not ceased to keep open with Belgrade. In this sense, the northeast of the country has become a zone where the interests of the Nano government and Milosevic's regime intersect. Whether through deliberate silence about movements on the border, or through tolerance of supply and transit channels, this area is being used as a dark bridge that harms Albanian interests and undermines the Kosovo cause. All the signs lead to the same conclusion: that the Albanian government is not pursuing a national policy in relation to Kosovo, but a policy subordinated to its own internal calculations and to pressures coming from outside. And where politics loses its national compass, the marketplace gains ground. This is the essence of the drama being played out today in the northeast. And the longer this situation lasts, the more it will become clear that between official Tirana and Belgrade there is not simply mutual silence, but a tacit understanding that runs counter to the interests of Albanians in Kosovo.
