By Edi PALOKA The rulers forged passport. They are exhausting themselves by manipulating and inventing new ways every day to make it possible for the Constitution to be voted on and approved even by Gjiniushi and Nano alone. It would not be surprising if some latest discovery by the rulers excluded even the wives of Gjiniushi and Nano from voting, because they might not be entirely trustworthy. At first, when they realized they had lost the case, the rulers thought they could get across the river by passing the law on referendums in Parliament. But they soon understood that even that was not enough, so they began manipulating the law they themselves had passed. The latest decisions issued by the rulers regarding the referendum are in complete contradiction even with the referendum law itself. Specifically, the referendum law clearly stipulates that all Albanian citizens permanently or temporarily residing in Albania may vote. Permanent residents are all those registered in the civil registry, that is, those listed as Albanian citizens permanently residing in Albania. Under the law the rulers themselves passed, all these people have the right to vote and must therefore be registered to vote according to the civil registry records. Meanwhile, the decisions issued by the government contravene this law and instruct local officials to register only those people whom certain so-called registration commissions find at their homes. These decisions allow veterans, refugees, and anyone else who may not be at home on the day the government-appointed commission comes to register them to be deprived of their right to vote twice. The purpose of these decisions is clear. They aim, in the end, to leave the right to vote only to a portion controlled by the rulers, while also ensuring that the independent portion makes up the majority of voters in Albania. The latest act, when rectors were ordered to force students to vote for and campaign for the Constitution, clearly shows how far the rulers are prepared to go. When they intend to force students to vote, it is easy to understand what the rulers will do to public administration employees and the armed forces. In the end, the Constitution may even receive 100% approval, but only from the handful of people the rulers send to the polls. This is what the rulers are striving for today. They want a passport, even if it is fake, but in doing so they are showing themselves to be very foolish. Whom will they deceive with that passport, and how much use will it be to them? Could they have used the Constitution as a passport if they had been clever and managed to get Albanians to vote for the Constitution regardless of their dissatisfaction with the government? That is, only if the majority of Albanians took part in the vote and the majority of Albanians voted “Yes” to the new Constitution could the rulers abuse it and use it as their moral passport. But what morality could a Constitution give them, even if it were approved, after all these manipulations? The problem is that these manipulations are not invisible and Albanians are not failing to understand them. The rulers are forging their passport in front of all Albanians. Then it will be very easy to have a constitutional “Yes” and a passport, but also to turn it into a referendum.
