Thus, RTSH violated this rule stipulated by law, giving the governing coalition an additional 131 seconds. Meanwhile, the DP, which is entitled to 117 seconds, had 77 seconds taken away, even though the materials had been submitted to the television station and its director had been asked to broadcast them in accordance with the law. The PR was given 34 seconds, whereas the law entitles it to 18 seconds. In addition to these violations, Telemajko again continued yesterday, after the main news broadcast, its propaganda campaign for the constitution by representatives of the governing coalition, despite having received a CEC decision, signed by the commission’s chairmanship, ordering these programs to be suspended until the platform was submitted. The DP denounces this political thuggery by state TV, which, through these deliberate violations of the law, seeks to incite conflict in Albania. The DP stresses that it will give the response they deserve to such dreamers as Arben Imami, Skënder Gjinushi, etc., who are seeking conflict and confrontation. Regarding the coalition’s roundtables on the constitution, the DP demands that the minutes consumed by the governing coalition be counted within the airtime allocated to the parties of that coalition.

By Muje BUÇAPAPA Nano’s “generals” of the constitution were already defeated yesterday in Elbasan. It seems that by November 22 these old bandits, who kill at night and come out into the villages by day to sell the country’s basic law, will find no one willing to listen to them. This good campaign by the handful of loyalists still left to Nano, Gjinoshi and the others, amid the Albanian chaos they themselves have created, is the most difficult thing for Albanians in this prematurely arrived winter. People might have received them more patiently if the government’s envoys had spoken about the promised money, jobs, public order, the country’s development and other more practical matters, from day-to-day concerns to matters affecting a section of the population; but the government has forgotten all of these. For this reason, and many others, Albanians will ignore this campaign, which was designed by excluding the majority of Albanians. The failure of this constitution began when the leaders of this ruling coalition climbed onto tanks to destroy the Albanian state, its laws and the rules of a democratic state in March 1997. They came with the mindset of excluding the opposition, persecuting the people and mocking their sovereignty, as embodied by the opposition. The drafting campaign for this constitutional project has lasted just as long as the oppression and killing of the opposition and Albanians. To oppress and persecute the opposition is to oppress the sovereignty of the people. That is why Nano’s political group finds doors closed to it everywhere in Albania. It is a foreign constitution that they seek to impose on Albanians by force and terror. Albanians cannot be expected to go and vote for a constitution that violates their dignity, freedoms, race, faith and property. It is a constitution that envisages national dispersal, the division and fragmentation of the country, and the destruction of the identity, faith and race that Albanians have preserved for thousands of centuries. They have ignored the black constitutions of occupying empires, and laws and rules that failed to subjugate them either through wars or killings; all the less will they peacefully accept their occupation by a project of a clique of thieves. The failure of this constitution began when the ruling clique politically excluded Albanians; now it seeks to institutionalize this discrimination against the majority of Albanians, this historic exclusion. The clique is afraid of the people, which is why it has left thousands of Albanian emigrants unregistered; why it has passed such a referendum law; why it has excluded Albanians; and why it has sanctioned the law on changing religion, nationality and discrimination concerning Albanians’ historic property. Democrats have only one task today: to ignore this draft constitution on November 22, and peacefully overthrow this clique, which is burying this country and this people. Albanians must leave behind only the heralds of the project to divide Albania, only the heralds of endless rain and fog. If Albanians are to unite all their energies to face the invasion threatening them from the clique entrenched in power, they must get the country out of the mire into which it has fallen and move forward. If Albanians are not to let all politics and matters of secondary importance prevent them from uniting around the flag, around all the country’s ... [?] of this crime and betrayal committed in Albania. If Albanians stand for Albania, they must do so solely to preserve Albania, at the very least. On November 22, the ruling clique, corrupt and persecutory, acting in the name of crime in Albania, will receive the response it deserves. The clique that politically kills and imprisons people will never be allowed to perpetuate itself in Albania. Albanians must unite around the national ideal and preserve the interests of the nation above parties and clans, leaving this bitter period of the corrupt clique to history. Let us unite for Albania and the national clique. There is no future government, neither Democrats nor left nor right; only one thing must be done: a national ideology and a pan-national program.

SHIK commandos fill the anti-communist city SHIK commandos have been sent on a special mission to Shkodër to provoke unrest in the anti-communist city ahead of the November 22 referendum. Following several reports published in the left-wing press, in the “Mejdangazeta” “Shkulli” and in “ZP,” the government has decided to implement its next sinister plot to burn Shkodër, as happened in February this year. SHIK chief Fatos Klosi himself is directing the secret operation, whose purpose is to strike Shkodër hard, a city known as the anti-communist stronghold in Albania. According to sources from the National Intelligence Service, the plan is supposedly to use the fight against Islamic terrorism or against the Yugoslav secret service as a pretext for the commandos in the sinister operation; SHIK is cooperating fully in this regard. Efforts to foment unrest in Shkodër have caused great discontent in the city, where the number of armed civilians driving vehicles with foreign license plates—of the kind SHIK has in abundance—has increased. The people of Shkodër have warned the government several times to keep its hands off Shkodër, but it seems that those in power want to take revenge at any cost for the city’s constant rejection of communism and of them, as a stronghold of Albanian democracy.
