Dear citizens, The Democratic Party invites you, by not taking part in this anti-constitutional referendum, to vote against the government of Fatos Nano, a government abandoned by its own people, a government that has turned Albania into a country where the rule of crime, violence and corruption is replacing the democratic order. Participation in a vote contrary to free will and stripped of the most minimal civil and political standards has already been publicly expressed by the majority of Albanians, by responding to the opposition’s call to boycott the referendum of 22 November and by expressing, through non-participation, their protest against the government. This overwhelming majority of Albanians is giving the best answer to the government’s aim of imposing its own constitution by denying the people their voice on this so important decision. CITIZENS VOTE: NO TO THE GOVERNMENT’S REFERENDUM; YES TO PROTEST! The Albanian opposition invites you not to take part in a referendum without freedom, without transparency and under conditions of unprecedented political terror after September 14 and especially after the killing and physical elimination of opposition MP Azem Hajdari. The government has turned Albania into a country where murders, kidnappings, threats and selective arrests have become a daily ritual for pluralist democracies. Police repression, state terror and the systematic violation of citizens’ rights and freedoms are the instrument the government is using to impose its will. It is also clear that through administrative threats, vote manipulation and pressure from state and police structures, the aim is to achieve a predetermined result. WHY BOYCOTT? Because this referendum is not a free and democratic consultation, but a farce to legalize a power that has lost legitimacy. Because citizens are not guaranteed the safety of the vote, freedom of expression and of organization. Because the public administration is being used to force people to go to the polls, while the police and other services have been put at the service of government propaganda. Because the vote is being replaced by fear. OWNERS OF THE STATE The government has openly declared that it does not consult the opposition, does not consult citizens, and does not consult democratic standards. It behaves as the owner of the state and not as the servant of the public. That is why the civic refusal to take part in this referendum is a high act of democratic responsibility.
