In essence, Kinkel outlined three very clear demands for Albania. First, the government must work “urgently” to calm the situation and restore a peaceful political climate in the country. Second, the Albanian government must correctly and without any delay implement the latest recommendations of the European Troika. And third, the government must show goodwill toward political reconciliation. According to the chancellor, the government's stability and financial support depend on these positions. Kinkel said that Germany will help only if conditions for reconciliation and the normal functioning of institutions are created in Albania. He called on parliament not to be an obstacle to democratic processes. At the same time, the attention of the US and the EU is strongly focused on developments in Kosovo.
