Today an urgent mission in Shkupëri[?] Serbs suspicious movements at the border TIRANA, ILMAS B[]TRE - The Albanian Ministry of the Interior announced that yesterday, on 10 March, from 10:00 to 16:00, it reinforced the positions of the Albanian border military unit in Dukagjini with 6 Albanian observers. Meanwhile, alarm is growing over the movements of Yugoslav Serbian forces on the shared Kosovo-Albania border in the northeastern section. At 12:00 noon, Albanian observers spotted numerous movements of Serbian military vehicles in the village of Milisafc[?] on the other side of the border. After 14:00, border police observed near the Qafë-6[?] border point of Mount Gjallica that 7,000 to 12,000 Serbian forces were moving with tanks and military vehicles. At 15:00, in the other sector on our side of the border in the Golaj area, new movements of Serbian forces were seen through the border forests. Serbia provokes Albania

Tirana guarantees protection for the diplomats and the FRY embassy Written and sent[?] by Ismet Bako from Geneva and Lausanne[?] The senior representative of the United Nations General Assembly openly challenged the accusations from Belgrade, which says that Serbia is terrorizing Albanians in Kosovo. Presenting a copy of a report from the Albanian government to the UN Security Council, which stresses that Serbian troops have entered Albanian border territory, the UN Deputy Secretary-General Kofi Annan[?] said that Albania had not asked the Security Council for any emergency action, but is demanding the safeguarding of sovereignty and territorial integrity. The chair of this session, the ambassador of Japan to the UN, repeated that solving the problems in our region requires restraint from both sides and respect for international borders. ON PAGE 3

Belgrade’s Byzantinism

The response began yesterday in the session of the meeting of the Ministry of Interior commission, while the session continues today as well. In his speech the commission secretary, who published this matter, officially also represented Belgrade’s position. In essence, his speech is the same as the well-known Serbian propaganda: in Kosovo there supposedly had never been death, suffering and oppression against Albanians; the Serbian army supposedly acted only to defend the constitutional order; the Albanians supposedly invented everything to smear Serbia. Likewise, the document presented to the commission says that Serbia supposedly showed special care for national minorities and that Albania’s accusations were politically motivated. This way of speaking is now familiar to all who have followed Belgrade’s official rhetoric. Instead of facts, fabrications are used; instead of responsibility, denial; instead of reflection, arrogance. If all the statements and materials presented by the Serbian side are read carefully, it becomes clear that we are dealing with an attempt to shift attention away from the truth of Kosovo. The Albanian population there is facing systematic violence, police checks, raids, threats, and violations of fundamental rights. This cannot be hidden by propaganda maneuvers. Belgrade, according to this logic, is trying to create a false image of normality. But the images coming from Kosovo, the testimony of residents, the reports of international organizations and the political reactions in Europe all reject this version. Serbia cannot present itself as a victim while its state apparatus exerts pressure on an entire population. In this sense, Belgrade’s stance remains Byzantine: based on tricks, evasion and duplicity. It aims to buy time, numb the international response, and weaken solidarity with the Albanians of Kosovo. But the time for these deceptions seems to be running out. International public opinion is becoming increasingly convinced that the Kosovo problem is not propaganda, but a serious political and human reality.
