1998: Albanians abandoned by their state

These days, 1998 seems like the beginning of the tragic end of the state created by the centuries-long efforts of Albanians and proclaimed on 29 November 1944.
In a general chaos, especially one that has engulfed particular vital sectors, but above all the public order and security sector, the government of our days asks citizens, first and foremost, to protect themselves and their families. Desperate to the end, not only because a prime ministerial mission is failing for the second time, but also for many other reasons of governance, even the country’s largest party calls the appeal to Albanian families to organize the protection of their property and lives “normal.” All this at a time when the state of the Albanians, a painful inheritance of the centuries, has fallen under an unprecedented aggression. There are two conclusions: either these initiatives serve to strengthen the state and increase public and citizen security and, as such, should be welcomed, or they are a push, a concession or, more clearly, a tendency to dismantle their state. In Albania, things are taking this course. Volunteer groups are being organized to strengthen order, but this is a matter of a civilian police, which cannot exist alongside the lawful police. Not because the rule of law is an outdated pretext, but because all historical experience tells us that any such organization, not formal but legalized by a party or political force, aims to bring an end to the birth of the rule-of-law state. The only bitter experience we have had in this regard, in Albania, was certainly that of the “volunteer brigades” which exercised police terror and were, de facto, a “legalization” of arbitrariness and injustice. It is necessary to emphasize that the urgent need to repair order cannot blind the citizens of this country to the fact that an irresponsible government has come to Albania. In fact, we are not dealing with incompetence, which can be forgiven to some extent, but with a lack of good will to govern according to the law, to respect the basic rights of human beings and citizens, to hold accountable those who have plundered this country at gunpoint. Today, Albanians, disappointed and spiritually wounded, are increasingly losing their bond with their state and, depending on the case, are preparing to leave, to emigrate, to revolt, or all at once, as the case may be, somewhere through chaos.
