Berisha’s statement: Divisions within the Contact Group prevented the signing of the agreement on Kosovo “First of all, it must be stressed that, according to statements by the foreign ministers of France and Britain and other official reports from Rambouillet, nothing was signed there. I consider the fact that the delegation of Kosovo Albanians accepted the agreement in principle to be an important, positive step. But in reality, Rambouillet did not achieve what was expected. The division within the Contact Group enabled Milošević to separate the political plan from the military plan of the agreement, devaluing the entire process and sending it into a new spiral. Bearing in mind that the Rambouillet conference convened before the Reçak massacre, we can say that the aggressor once again emerged unpunished. Fighting in Kosovo is still continuing, while there is a great risk of new massacres against the Albanian population there. The latest reports from the Refugee Commission are shocking. They speak of ethnic displacement in the areas of Podujeva and Vushtrri, on a scale greater than at any time since the beginning of the war in Kosovo. I stress once again that the reason for this undesirable outcome must be sought above all in the divisions within the Contact Group, in the alteration of US Ambassador Christopher Hill’s plan by Serbia’s staunch supporters and Milošević’s supporters, and in the lack of willingness to punish the butcher of the Balkans for the atrocious crimes, as well as in the violation of the laws of war and human rights in Kosovo. The Albanian side’s request to complete its representation through further consultations in Kosovo could not have prevented the successful conclusion of the agreement, since it had accepted the Rambouillet conference plan in principle. Therefore, if the Rambouillet Conference was convened to secure an agreement that would restore Kosovo’s institutions and a high degree of autonomy for a transitional phase, it can be said that this was not achieved. If Rambouillet was convened to stop the fighting and bring a return to humane conditions in Kosovo—in other words, to win the war—this too was not achieved.”

Today, 163 days since the murder of the December Leader Every day that passes since the murder of Azem Hajdari, the symbol of democracy and pluralism, proves the involvement of Fatos Nano’s government and his successor in the crime that shook the entire Albanian world. The government of the former communists, which leaves free and untroubled the criminals who took the life of the December Leader, shows Albanians that they have been and remain on the side of the killers, whose identities are known but who are untouched by those in power. Democracy and all the Albanians who loved and honoured Azem Hajdari can in no way tolerate this fact. The government, which must open the case and bring the criminals to justice, must publicly declare that it itself carried out the murder of Azem Hajdari.

After an agreement on Kosovo was reached in principle, right-wingers voice their views on Kosovo’s future Three leaders of parties on the right-wing spectrum declared themselves sceptical about Kosovo’s future immediately after the end of the talks in Rambouillet.
