Thousands of people arriving from Kosovo are facing dramatic conditions in northern Albania. The refugee flow has exceeded reception capacity, while aid is not being distributed at the necessary pace. The opposition accuses the government of incompetence and lack of organization.
According to local sources, the roads of Kukës are full of vehicles, columns of refugees, and blocked aid shipments. There are families waiting for hours without food or shelter. Under these conditions, the opening of an emergency corridor for aid and a review of the distribution system have been demanded.

As we enter the second week of the attack against the Serbs, our action in Kosovo remains right and necessary. The NATO campaign enjoys the support of world opinion, which is shocked by the Serb atrocities in Kosovo. Even if we stopped the bombing, we would not avoid human suffering in Kosovo; on the contrary, we would be giving Milosheviç permission to continue it.
Our aim is to stop this ethnic cleansing. Not only is it right to do so, but because it directly concerns our interests. The collapse of the rule of law in the heart of Europe poses a challenge to our security and values.
This is an operation to support the international community. If we allow Kosovo to sink into barbarism, we will be turning our backs on the norms that have kept peace on our continent for 50 years.
Kosovars are being forcibly driven from their homes. Women are being raped. Men are being executed. Children are being separated from their parents. Entire towns and villages are being burned. These are not side effects of war; they are the strategy itself.
For this reason NATO action is necessary. There can be no lasting peace in the Balkans without justice for Kosovo. Milosheviç must understand that the price of his aggression will be unbearable.
