Here is how to avoid the catastrophe

For us Albanians and the Albanians of Kosovo, the challenge is to face a biblical tragedy of the century. For two months, Kosovo Albanians, by the hundreds of thousands, men and women, elderly people and children, have been driven out by fire, bullets and repression across the border. But in recent days an even larger wave has begun to be expelled toward Albania. Its intensity is surpassing every forecast, while its horror is indescribable. The Serbs are forcibly displacing all Albanians from Kosovo. Cities and villages are rapidly being emptied. The borders are overflowing beyond capacity. The final emptying of Kosovo of Albanians is being prepared. This is no longer a catastrophe only for Kosovo, but for the entire Albanian nation. If in the coming days this wave of expelled people continues, Albania risks falling into a multiple crisis: humanitarian, economic, social and political. The capacities of our state and society are insufficient to cope with such a catastrophe using only ordinary means. National and international mobilization is required. Extraordinary measures are required. The Democratic Party proposes an anti-crisis package to deal with the war Milosevic has declared on the Albanian nation. This package calls for the uniting of all political and social forces, the organization of all the country's resources, and the establishment of a special national leadership for the crisis. The road that avoids the crisis

First of all we must understand that the challenge before us is not only a military one. Victory of the KLA on the battle fronts in Kosovo is not enough, because the victory of the KLA does not mean only the liberation of Kosovo. The victory of the KLA also means the return of more than 1 million Albanians to their homes. If we fail to bring them back home, then Milosevic's ethnic cleansing will have won. From this perspective, our challenge is to stop the further flow of Albanians out of Kosovo, to keep alive the possibility of their return and, at the same time, to successfully deal with the large influx of people entering Albania. This implies a new national organization, the mobilization of all resources, full transparency in the administration of aid, and the involvement of the whole society. The crisis cannot be left in the hands of improvisation, corruption and incompetence.
