The government sleeps under the “drums of war”

As a result, citizens, various organizations, and local authorities are trying to solve on their own the problems brought by the wave of Albanian refugees from Kosovo. It is unfortunate, but in many cases the level of commitment of the prefecture, in this case the prefecture of Elbasan, leaves much to be desired. For its part, the “International Rescue Committee” is helping the prefecture of Elbasan with 15,000 dollars to solve the problems that thousands of Kosovo refugees may bring to this district. According to Prefect Shpëtim Balla, most of this money will go to housing them. But when asked where the refugees will be housed, he simply says that they are “looking into it.” The same situation is also present in Berat. This city is ready to receive 1,000 refugees from Kosovo, but nothing has yet been organized, apart from a few routine meetings by the prefect and the mayor with the subordinate institutions. In fact, there are still institutions and organizations that have not yet been informed by the prefect of Berat about what they should do. The Director of Civil Emergency in Berat, Mr. Karburan Hysa, when asked about this problem, said that “I cannot say anything, because even I do not know what I should do.” The police of Berat are in the same situation, and “still do not know when the refugees will arrive and what they should do.” Many non-governmental organizations are trying to find solutions to the refugees’ problems, but the state continues to sleep. In the district of Elbasan, “Christian Children Fund” has housed 500 people in Cërrik, “Elbasani Relief” 500 people, “NATO” 1,300, while the Emergency Headquarters at the District Council is dealing with their accommodation in the city of Elbasan and the surrounding communes. For its part, the humanitarian association “Nënë Tereza” is collecting clothing, food, and hygiene items. Meanwhile, the “Women’s Committee” is making available to the crisis created by the Kosovo exodus nursery centers, kitchens, etc. In the city of Kavajë, a large number of refugees have been housed, so the “Massachusetts” Center of this municipality has begun collecting and distributing aid. “For every Kosovar family that arrives, we are at their disposal with food, clothing, medicine, etc.,” says the executive director of the “Massachusetts” Center, Mr. Idlir Doka. “But we are encountering many obstacles from the government, which is nowhere to be seen and has taken no measures at all. So far we are trying to solve the problems ourselves and accommodate as many refugees as possible,” Doka continues. According to him, the government has not even bothered to think about the situation created. “We do not have any program, since we are not a state, but we have our own capacities and we are ready to help,” he adds. Further on, the center director, Doka, says that so far no one from the state has gone there to ask what situation they have and what they can do to help them. “Billions of lek are being poured into an anti-Albanian war, while Albania itself is becoming the victim of an anti-Albanian policy,” says Doka in a tone of revolt. “NATO” and the Albanian state must ensure sufficient food for the refugees, as the humanitarian centers are doing with us. The “Massachusetts” Center has secured around 4,000 loaves of bread a day from the United States for the Kosovo refugees and is distributing them to the reception centers in Kavajë and Rrogozhinë. On Saturday, promised funds from the Japanese government arrived, through NATO, for Kosovar families. For its part, the “Massachusetts” Center is opening a new center in Kavajë for arrivals from Kosovo. It is understood that this center has accommodation capacity for around 400 people and can be put into use very quickly. ON PAGE 5
