Fatos Nano demands a monopoly over aid
The Presidency’s clan and the former prime minister’s clan are once again facing each other
In the socialists’ mentality, it is unacceptable for solidarity to be undermined—even when they are stealing
The monopoly over the distribution of humanitarian aid for arrivals from Kosovo is intensifying the conflict between factions in the Socialist Party and the current government. Fatos Nano reacted angrily yesterday in the Socialist parliamentary group against the government, which had violated the constitution by appointing Kastriot Islami as coordinator of the Emergency Commission for aid. Nano asked his deputies to verify Kastriot Islami’s role in distributing the millions of dollars in aid that the international community has brought to Albania to cope with the large influx of Albanians displaced from Kosovo by Serbian barbarity. He justified his attack on Islami by citing the legal incompatibility between a parliamentary mandate and holding an executive position in the state administration. Islami, who was also attacked by Nano’s supporters within the Socialist parliamentary group, defended himself by saying that his appointment to this Emergency Commission was proposed by parliament and that this role did not violate his mandate as a deputy. Furthermore, Islami, formerly Nano’s right-hand man, accused him of pursuing a destructive policy. But Nano does not seem content merely to express his dissatisfaction. He will stop only when Islami is removed from the “compatible position.” For Nano and his faction, it is important to seize the post directing the aid-distribution operation. Nano’s faction has already gained experience in looting aid, having managed to appropriate more than 7 million dollars in Italian aid in 1991. Nano is aware of the government’s dubious schemes for distributing aid, which leave ample room for abuse, as has happened over these past two months. Nano’s attack appears to have a more immediate motive as well. Perhaps Islami, who has now joined the president’s faction, has thwarted Nano and his faction’s plans to channel millions of dollars that have poured into Albania under the label of “humanitarian aid” for their own benefit. This is because Nano’s attack also seems somewhat belated, given that Islami has held this position, appointed by Prime Minister Majko, for about two months. be undermined—even when they are stealing. Although Nano was troubled only by the prospect of prison over the theft of aid in 1991, almost the entire government of that time was involved in the aid scandal. But years have passed since then, and today the Socialist government has taken a little from Çeka’s party and a little from Gjinushi’s party. The undermining of Islami’s position at the head of the Emergency Commission is part of Nano’s strategy to regain control of the power he left last year. And it is clear that this attack to monopolize aid distribution also includes Nano’s effort to return to the leadership of the Socialist Party, using every means available.

Berisha welcomes Rugova’s release
I express my joy at the release of President Rugova and his family from a period of captivity, during which he shared his fate with the Albanian people of Kosovo.
I thank and express my gratitude to all the Western governments, international institutions and, in particular, the direct negotiators who sought and insisted on President Rugova’s release, applying the necessary pressure, and especially to Italy, which received him.
I look forward with pleasure to meeting President Rugova and express my conviction that President Rugova, now free, together with all the political and military forces of Kosovo, will contribute to a just resolution of the Kosovo problem.

The government protects Azem Hajdari’s killers
Today, 236 days since the murder of the December Leader
Every day that passes since the murder of Azem Hajdari, the symbol of democracy and pluralism, proves the involvement of Fatos Nano’s government and his successor in the crime that shook the entire Albanian world. The government of the former communists, which leaves the criminals who took the life of the December Leader free and undisturbed, has shown Albanians that they have been and are on the side of the killers, who have names of their own but are not touched by those in power. Democrats and all Albanians who loved and honored Azem Hajdari can in no way tolerate this fact. The government must either capture the criminals and bring them to justice, or publicly declare that it itself committed the murder of Azem Hajdari.

Gjinushi will make Parliament like the building he is constructing without a permit
Genc Pollo, chairman of the DP Parliamentary Group, speaks after the Speaker’s threat
The “kalashnikov-style” Speaker of Parliament, Shkëndër Gjinushi, has threatened DP deputies, saying he would replace them, adding yet another fact that shows his true face in the service of the current ruling clan. Asked about this statement and threat by Gjinushi, Deputy Speaker Genc Pollo replied to our question that Gjinushi’s action was simply a wish: he wants to do to the People’s Assembly what he did with his own building, constructed without a building permit. Pollo stressed that Gjinushi would bear responsibility for these provocations himself, together with the others with whom he shares roles, appearing one way at one moment and in his true form at another, as was the case with the former prime minister.
The DP’s immediate priority will be to remove Gjinushi from the position he holds as a gift from the ruling clans, since he continues to play a regressive role in Albanian politics. Thus, Gjinushi’s threat was a forced and original move on his part to regain credibility lost within the clan circle to which he belongs.
