Tirana’s unrestrained defiance toward the West

Now that the Albanians at the doors of the Kosovo war have significantly raised the temperature in the comparison of matters in Tirana, the question arises whether the “defiance” toward the West that is appearing in Kosovo is really such, and what it actually represents. At first glance, it seems that this “defiance” is represented by a not insignificant number of public reactions, which, not infrequently, have placed Tirana in a critical position with its Western partners. Since the first reactions after the start of NATO operations against Yugoslavia, positions in Tirana have been heard that at times have gone beyond the limits of normal political debate and turned into direct accusations against the West. These positions have been articulated by various political and media actors who, relying on the strong emotions brought by the Kosovo drama, have tried to create the idea of a fundamental mismatch between Albanian interests and Western strategy. In reality, this approach does not seem to stem from a cool analysis of developments, but rather from the attempt to instrumentalize the Kosovo crisis in the service of internal political agendas. Faced with a conflict with tragic consequences for the Albanians of Kosovo, parties and groupings in Tirana have found in the rhetoric of “disobedience” to allies a way to gain ground in public opinion, especially at a time when internal political divisions remain deep. The heavy burden of the exodus, the images of violence, and the uncertainty over Kosovo’s fate have fostered a strong emotional climate, where rationality is often replaced by immediate reaction. In this climate, it is understandable that critical voices toward the West find greater resonance. But it is equally clear that the strategic orientation of Albanians, both in Albania and in Kosovo, has been and remains closely linked to the Euro-Atlantic world.
