. All the state propaganda and Parliament’s decisions, including its resolution, have not shaken in the slightest the trust of those who came from Kosovo in their President, Ibrahim Rugova. While a series of surveys in various camps identified Rugova as their number-one choice, these days the newcomers have not hesitated to greet Prime Minister Hashim Thaçi with chants of “Rugova, Rugova” during his visits to the camps. The left in Pristina is trying to make up for their absence in Kosovo through the Albanian government and the divisive support they are receiving, particularly from President Rexhep Meidani and the Speaker of Parliament, Skënder Gjinushi. But such compensation may work to some extent in Tirana; it certainly does not work among Albania’s new and temporary residents, much less will it work in Kosovo in a few months’ time. The history of ties between Pristina and Tirana has been a history of cooperation among nationalists; it has never been a backroom arrangement to preserve power, on either side. It has not been a bargain, nor an attempt at ideological provocations. Whoever has worked for Kosovo has been welcomed in the hearts and minds of the people of Kosovo, just as bad experiences—with the communists yesterday and the former communists today—have not been forgotten. The people of Kosovo’s standards cannot be changed by Tirana’s manufactured allies, dressed up with fictitious authority in Kosovo through resolutions passed by Socialist deputies. In any case, the insistence of the expelled people living in the camps on preserving, protecting and respecting the institutions for which they have sacrificed is good advice both for Thaçi, who has only just entered politics, and for Qosja, who manipulates the issue of an emptied Kosovo, as well as for others around them. If Thaçi, as head of the KLA, represents people who have laid down their lives as the foundation of Kosovo’s freedom, it would be very short-sighted for him to seek to consolidate his power through those who came to lead Albania amid Serbian fanfare, whose first heralds were Meidani and Gjinoshi. It is highly significant, and equally noble, as a testament to the steadfastness of the people of Kosovo, that those at the front are united and have pooled their strengths—those under Rugova’s influence, those under Thaçi’s influence, and those of any political party in the diaspora. Their sacrifice smells of gunpowder, not whiskey. They stand there entirely free of political burdens and carry out one of the highest duties that can be performed for the homeland. Politics will of course be made too, but it cannot survive if built on forces outside Kosovo while sidelining those within Kosovo and the voices of people in the camps when Rexhep Qosja goes there. The attempt to erase institutions belonging to everyone and build institutions for oneself, as is happening with the provisional and partial government, should remain in the history of Tirana, not in the history of Pristina. People are not fighting so that they may no longer even have the chance to create. Most of Kosovo has institutions, such as state and satellite TV, and many more than Gjinushi’s few dozen deputies. They knew how to choose under occupation, both in 1991 and in 1998. On a peaceful, quiet day in Kosovo, one can imagine that their reflection on the future they seek will be much clearer.
