UNDER THE BATTLELINE
The recognition that NATO cannot be defeated and cannot wage a ground war has forced Milošević to block the peace talks, in the hope of victory from the non-intervention of the Alliance’s ground forces, while continuing the ethnic cleansing in Kosovo and killing civilians wherever his power reaches them.
Kosovo is in the hands of the Serbian army and police forces and, because of threats and fear, most Albanians in Kosovo’s towns are trying to flee their homeland. In these circumstances, NATO has lowered its expectations of victory and considers only the withdrawal of Serbian military forces, the release of most prisoners, and the return of refugees to their places as victory.
These are NATO’s demands addressed to Belgrade. These were the terms of the Rambouillet agreement, but what is different now is that, from the signing of that agreement until today, Serbia has gained through its passive actions in Kosovo such a position that even with the withdrawal of its army it will have won a war, at least until the arrival of NATO troops and until they take control of the border with Albania and Macedonia.
This calculation is not made to blame those who have tried to save Kosovo. It is made to show how difficult a NATO victory is, that its victory will be qualified, that each day of the blood of innocent Albanians in Kosovo brings it closer to defeat.
Looking at the situation as of today, NATO is running out of options. Its air war has not brought about a swift victory. By rejecting a ground intervention, it has left itself with no other means to force Milošević to truly withdraw from Kosovo.
Under these conditions, NATO forces must either continue the bombings for an indefinite period, hoping that Milošević will surrender through economic and military exhaustion, or accept a political solution that guarantees neither the security of the Kosovo Albanians nor their immediate and full return.
This is today’s paradox. Serbia loses the war in the air but may win on the ground. NATO wins a moral battle against ethnic cleansing, but risks losing the political battle if it accepts a truncated peace.
