Postwar dilemmas
Immediately after the war, Kosovo remains an important factor. First of all, the problem of administration. Kosovo is not Albania; it is governed by the UN, a very broad mission. Of course, Kosovo also has its national aspirations, which we hope will be resolved. There are also other problems in Kosovo. The way in which political and social problems are addressed and resolved must be treated in the new context of Kosovo and of the Albanian factor as a whole. Kosovo cannot in any way stand outside this, but time must not be lost either. It is now in the focus of attention, and this both favors it and burdens it with responsibility. This is so that it does not be delayed and dragged out further. For this, it needs not only policies, but also people, high-quality people. The necessary mechanisms must be created and put to work. More than ever, Kosovo's place in the region is important. It is a clearly new reality in the Balkans and in Europe. This increases both the duties and the chances.
Within this framework comes the problem of order, of law, of Kosovo's institutions, of the political forces, of cooperation with the USA, with Europe and with Albania. Overcoming the difficulties cannot be done hastily, but neither can it be done through endless waiting. The difficulties are many, the consequences of the war are visible, the human drama is still alive. Nevertheless, everything must take shape and direction.
In Kosovo, order and security are indispensable. Without this there can be no normal return to life. There can be no economic and institutional recovery. The return of people to their homes, reconstruction, the organization of the administration, education and public life require stability. The relationship with the international factor and with Albania itself is also important. Against this backdrop, the postwar dilemmas are also raised, and they require wisdom and commitment.

By decision taken by the presidium of the municipal council, the Turkish villa on “Reshit Petrela” street has been given the name of the Tirana mayor. A decision without legal basis. There are still places where street names must be set by law. We tried to discover the motives behind this decision and learned that in the offices of the Tirana Municipality, a special fund bears the mayor's name. Under these conditions, opposition councillors consider the presidium's decision unlawful and have requested clarification. They warn that they will take the matter to court.

Every day more and more, the murder of Azem Hajdari turns into a dark and inexplicable enigma, full of shadows and light. The state captured by the government of crime, instead of helping to uncover the perpetrators of this murder, is dragging out the investigation and obstructing justice. Instead of arresting the organizers and executors, the government is protecting them. It is now clear that its stance is political, not legal. Azem Hajdari remains a symbol of freedom and of December, while the dragging out of the investigation is yet another proof of the state's degradation.
