Official Tirana out of the game By Edi PALOKA In the end, once again the real picture of the Albanian government and political class is coming to light. The government tried in vain throughout this period to strip itself of its anti-national guise. As is becoming more and more clear, its whole problem with the war in Kosovo has simply been a matter of personal rehabilitation in the eyes of Albanians and of international opinion. The Albanian Socialist government has never been seriously interested either in solving the Kosovo crisis or in preparing the country for the conflict, and this is clearly proven by the whole situation that has been created. The highest representatives of the Albanian state have been rushing all this time after contacts with Europe, with the US and with the political Kosovar factors, but only in order to be acceptable in the eyes of the wider public and not because they were truly interested in the fate of the population of Kosovo. Yesterday's meetings of the American Secretary of State, Madeleine Albright, made this reality perfectly clear. By carefully avoiding Tirana and its official authorities, Albright preferred to talk more with Kosovo's political and military representatives and other local factors that have influence on the development of the Kosovo crisis. This clearly shows that the Albanian officials in fact play no role in resolving the conflict, even though our country is the one bearing the heaviest burden of the exodus and the crisis. The message clearly delivered yesterday by the American Secretary of State to Tirana was that the current government of Kosovo and the Albanian political factor in Kosovo have the main role in resolving this crisis and not the Albanian government. It was already known that Kosovo was not truly represented by Bukoshi's government. This was reaffirmed yesterday as well by the US Secretary of State, when she decided to meet in Pristina as well with Rugova, Thaçi and Qosja. These are the ones who represent Kosovo, and not the government in Tirana or Bukoshi. The Tirana government goes to Washington to receive orders and to answer to its masters, but it is not asked anything, and as it seems clear it will not play any role in resolving the crisis. It can merely serve as a trampoline, through which others can come and go to Kosovo. The Albanian government has gained no trust from the other governments of the world, as well as from serious international institutions, and this is a clear conclusion drawn from all its activity to date.

The way the investigations are being conducted and especially the latest statement of the government adviser on public order matters, the Ministry of Public Order and other official representatives, clearly show that they are trying to push this event definitively into the hands of the government. The entire Albanian political class and the international one have continuously demanded the full uncovering of the murder of the deputy Azem Hajdari. This not only because of the undisputed importance of this crime as a political act, but also because the progress of the investigation and the discovery of the real perpetrators of the crime would also be a test of the seriousness or not of the Albanian government in establishing order and peace in Albania.
