Albanians, we will stand by you
BY BILL CLINTON
I believe that, in the name of the American people, I should also express admiration for your courage and the determination with which you have survived this grim period. The open field before you, whether you are in Macedonia, Albania or free Kosovo, offers a new opportunity to build a life without fear or oppression.
The future must belong to you and to all the children of Kosovo, whom we often have in mind when we ask ourselves what this war has truly been about. For them, I continue to believe that it is possible to create that future that Dr. Ibrahim Rugova has spoken of, that future of a tolerant democracy with 90,000 Serbs living in peace and good-neighborliness with 400,000 Albanians living in Serbia.
Our hope has already begun to become reality, and I know that it is time to build this future. You are going through difficult hours fighting against the forces of history, but I know that a new chapter of history is beginning. Your children will remember that you made this history possible.
We have never, ever regretted deciding to act. You have suffered the systematic oppression of a government that not only drove you from your homes, not only tried to force you to leave your country, but also burned your houses so that you would never return. It is clear that the will of Milošević and NATO to determine the future could not have prevailed (if we enter there), but we do not want to enter a country in which people have given up their rights. The killings, rapes, destruction of everything else that happened before our eyes give us reason to fight so that this never happens again.
We are going to Kosovo to fight not only for the rights of Albanians, but also of Serbs, Turks and Roma, who have been victims of this regime. Our goal is to build a country where the rule of law prevails, where people live in freedom and no longer fear the police, the army or paramilitaries.
We want to see everyone return to their homes and every shattered life rebuilt. For those who have lost their loved ones, we cannot bring them back, but we can help ensure that their sacrifice was not in vain.
That is why NATO acted, and that is why we will continue to stand with you until the end. You have inspired the world with your resistance, and now the world has a duty to you.
