The first facts of socialist work, articulated without a strategy and without tactics suited to development policy and the scale of the Serbian aggression against the Albanian people of Kosovo, brought it to light as an anti-NATO party. Consequently, also anti-American. This is the first stage in the public denunciation of the new socialist leadership’s anti-American ties. The opposition press and the independent press did this without any hesitation. Later, reflecting all the political and diplomatic opportunities that had been left unused, this same press, with political maturity and a constructive course, proposed orienting the PSSH toward NATO and the USA. Such an orientation was in favor not only of Kosovo and national interests, but also of PS itself and Nano. Thus it became clear that the source of anti-NATO-ism is Nano himself, with his leadership circle. This was widely understood and accepted. But after all this guidance from the press, the public, and international and domestic opinion, Nano is carrying out his old and new objectives. Such a clear orientation toward his behavior has its roots in the depoliticization of the democratic movement, in the specific relations with Serbia, and in the old communist policy. This behavior of Nano’s, closely tied to an anti-national and anti-Atlantic line, was clearly displayed throughout the war period and continues even in the post-war conditions. Nano used the former language of doubt and delay, avoiding the clear terminology demanded by the historical moment. He behaved in such a way that international partners felt the lack of unconditional political support from the Albanian government.
