UN: Gangs make the law in Albania

Geneva alarmed: Criminals deceive and rob Kosovars returning home "The UNHCR spokesperson denounces the Albanian government's incapacity to bring the territory under control and to create the conditions of security" Ps, remove those who hide behind the statute ON PAGE 4 The Oslo group expresses concern in a harsh tone about the awakening of the Kosovar population that is rushing to return home, after 11 weeks of NATO bombing against Yugoslavia, repeatedly stating that the Albanian government is not proving capable of controlling its own territory. In an appeal on Thursday, the spokesperson for the United Nations High Commissioner for Refugees, Kris Xhenovë, said that many Albanian refugees are being deceived by smugglers and traffickers, who are taking their money in exchange for unsafe journeys to Kosovo. According to her, there is also a lack of control at border crossings, and this is allowing criminal groups to operate freely. She stressed that the return of refugees must take place under safe conditions and with international coordination. UNHCR called on the Albanian authorities to take urgent measures to restore order and guarantee the safe movement of Kosovars toward their homes. Many families, according to the statements, have lost their money and belongings during the journey. ON PAGE 4

Ps, remove those who hide behind the statute

BY ŞPËTIM PATA Albanian Socialists are trying insistently to find alibis for their electoral defeat in the summer of 1997 and for the subsequent series of government failures. Instead of reflecting on their political responsibilities, many leaders of this force are hiding behind the statute, trying to present the internal crisis as a formal debate and not as a deep crisis of representation. From this perspective, the theses put forward by PS figures about changes in the leadership structures or the removal of certain personalities look more like moves to preserve power than attempts to restore lost trust. The debate over the statute, rules, and powers has turned into a smokescreen to avoid real accountability. The crisis in this party is not linked only to certain individuals, but to the way power has been exercised, to arrogance, to the capture of the administration, and to the tolerance of illegality. It is precisely these behaviours that have driven away the electorate and weakened the institutions. Instead of an honest political analysis, we are seeing an attempt to manipulate public opinion and hide behind bureaucratic formulations. But the statute cannot replace moral and political responsibility. If the Socialist Party aims to regain credibility, it must first acknowledge its failures and remove those who have turned the party into a shield for personal interests. ON PAGE 4
