Official Tirana remains without alibi

By Asllani PËPOSHI Today American aid represented in Albania is arriving in a quantity twice as large as that of 1991-1992, yet the people of Kosovo are being given nothing or almost nothing. According to checks carried out by the investigative group on aid, prompted by the denunciation of former Prime Minister Aleksandër Meksi, there are grounds to believe that a substantial part of the aid allocated by the USA, Italy, Austria, Germany, etc., is not being distributed to refugees. Only a few headquarters of Western organizations have distributed the aid themselves. These headquarters have mostly monitored the work of the Tirana municipal headquarters and the Albanian government, but in some cases they have also distributed humanitarian aid directly themselves. Under these conditions, the so-called denunciation by Prime Minister Pandeli Majko that 500 trucks loaded with aid have been blocked at the Port of Durrës, aid represented by the Italians, in which the Tirana municipality endangered its own citizens, looks like a carefully created alibi to camouflage the major aid scandal. Above all, there is a discrepancy between the Tirana municipality’s line, which claims to have no involvement in the aid, and the Albanian government’s line, which speaks about the activity of its own headquarters. For example, the Albanian government has several times denounced through the press that representatives of the socialist municipalities, led by the Tirana and Durrës municipalities, have shown no interest and have not known how to organize distribution, yet this same government, through its political bodies, has supported these socialist headquarters and allowed them to operate. Why is the Albanian government so cautious and does not openly denounce and stop the abuses by the Tirana municipal headquarters with aid for Kosovo Albanians? On the other hand, in an interview with the Italian newspaper “La Stampa”, the mayor of Tirana, Albert Brojka, declared that “we are all together” with the government to help the people of Kosovo, while according to “Mapo”, a group of Italian specialists declared that the Tirana municipality is incapable of organizing aid distribution, and in one specific case sent 45 vans full of aid to the refugee centers in Tirana, aid that never arrived there. Asked where these supplies ended up, the Tirana municipal headquarters replied that they distributed them center by center, implying that they did not go to the destination assigned to them. Further, “Mapo” says that in some cases the Tirana municipality refused aid to Kosovo relatives who came from outside Italy to collect it, because, according to this municipality, the Italians had not brought family certificates stamped by an Albanian state office. Moreover, the Albanian government, linked to the Tirana municipality, has manipulated Albanian and foreign opinion by calling all those Kosovo Albanians who came from abroad to help their relatives “mafia” and “uncontrolled groups”. In reality, these self-organized Albanians, using their own means, have contributed effectively and often used private routes from Tirana to Kukës and elsewhere to distribute aid to their relatives in camps and families. It is precisely these Kosovo Albanians who collected the first contributions for the KLA in Albania. These are the people who are today being accused as “mafiosi” by the corrupt government in Tirana, which is trying to use the same strategy of discrediting political and patriotic opponents that it successfully used in the winter of 1997. This situation is proving that the Albanian state has real difficulties in managing foreign aid, and that Tirana officials are seeking political alibis for their failures. Continues on page 4
