If the request is approved, this amount will fall on the shoulders of Albanian consumers TIRANA Genc Kondi In 2009, the Czech company CEZ bought the controlling package of the Albanian Distribution System Operator for 102 million euros. This year, it is asking Albanians for 183 million euros. According to the study submitted to the Energy Regulatory Entity (ERE), this is the figure with which experts from “Deloitte & Touch”, hired by the managers of CEZ Shpërndarja, assessed the total amount of bad debt. ERE accepted the study in question, but with a mitigating coefficient. In short, perhaps not on these scales, but Albanian state institutions have already said OK to the foreign investor’s claim. If we calculate an average Albanian family as having five members and then take the number of residents in the country according to the latest calculation made by INSTAT, before the new census figures are released, at 3.1 million inhabitants, it turns out that, approximately, every Albanian family should owe CEZ 300 euros, based on this claim. And this, only from the moment when the Distribution System was privatized, since the earlier debts, both those from when distribution was covered by the Albanian Electric Power Corporation, and those belonging to OSSH when the state was the owner, have been amnestied by the Albanian state... By Afrim Krasniqi The consensus that is not enough The two main political parties have finally listened to the voice of reason and agreed to begin political dialogue. A bipartisan committee will deal with electoral reform, parliamentary reform and the reform of the so-called qualified laws. There is no doubt that the decision is positive, but there is still no reason for champagne. Because the parties are one year late, because in October 2011 Albania was penalized by the EU mainly because of the lack of dialogue and these reforms, and because this is the 24th bipartisan committee in 20 years, only 2-3 of which have truly achieved long-term success. The new consensus is based on the political will between the two parties, PD and PS. Here lies both its strength and its weakness. Traditionally, consensus decisions have been reciprocal concessions between the parties, often at the expense of other parties, including constitutional institutions and the Constitution itself. The new consensus seeks to be imposed as the ideal solution, even though at its core it was designed to be partial. The three promised reforms are three issues of primary interest between PD and PS, but not necessarily three priorities for Albanian society. In 20 years we have had 13 electoral reforms, and yet the vote is still stolen, displayed and disputed. The approval of amendments to the Road Code or Administrative Courts is a necessity and must be done, but in the new political agenda there is not...
