The Albanian government has used the state budget as a carrot to lie to vulnerable groups before parliamentary elections. According to the “Mjaft” report, the government promised funds for the persecuted, former owners, and the unemployed, then reduced them after the elections

From the first fiscal year after coming to power in 2005 until today, Berisha’s governments have promised broad and unachievable things, with the clear aim of winning votes during election campaigns, and then have not given the most needy groups the promised funds, as shown by the report “Public Monitoring of Ministries 2009-2010”, prepared by the “Mjaft” movement, which analyzed the state budget and the way it was drafted and implemented. The main concern regarding the state budget is its use in a manner different from election promises. For example, compensation in cash for former politically persecuted people and former owners is a strong promise of the government before the 2009 elections. The government allocated 1 billion lek in 2008 for compensation of former politically persecuted people, doubled it in 2009 when there were elections, and reduced it again to the 2008 level in the following year. The same happened with funds for former owners, who were allocated 500 million lek that were not distributed in 2008, while the plan was tripled in 2009 and then in 2010. “two-digit” model
Prime Minister Berisha has been making superhuman efforts for two years to defend a so-called economic model, adopted by his government, which could only bring one thing: success. In fact, the model is simple: take on massive debt, invest it and you will have massive growth, accompanied by tax cuts for those who earn more. This scheme was adopted when the country’s economic parameters were stable and there seemed to be no sign of crisis on the horizon. When the budget deficit reached nearly 8% of GDP and the global crisis broke out, which none of the PD theorists had planned for, to take protective measures, it seemed that the model, which has also been used in other countries, was deflating on all sides. Debt interest is becoming heavier, while budget revenues are being revised downward three times within the year. The government does not have enough money to pay builders for the contracted roads, cannot meet defense spending of 2% of GDP, and cannot find funds for loans to import energy. The bills for former persecuted people and former owners cannot be paid. Consumption by the population, according to INSTAT, has fallen by more than 6 percent. When there is no more money in the budget even for a pittance for pensioners, but there is money to build a new Parliament or a Palace of Justice, which are not productive investments, it can no longer be said that the economic model is being managed wisely by the government. This model, which began with the claim of double-digit growth, is sinking into the ostrich-like discomfort of hiding GDP figures.
