The former prosecutor of the dictatorship, Skënder Breca, whom Berisha accuses President Bamir Topi of having decorated, while with his signature a man was killed during the dictatorship, was first appointed a member of the High Council of Justice in 1992, a post he held for four years, by the signature of former president Sali Berisha. American cars based strength and investment on speed and safety, while Soviet cars focused on loud horns and exterior decorations. Another model is offered by the experience of some former communist countries, including Albania.
