A reform for electoral reform

Comment BY AFRIM KRASNIQI A reform for electoral reform More than a year after the end of the local elections in May, a court in Lezha has sentenced 8 commissioners to 4–8 months in prison. The accusation against them: they committed 10 falsifications in their polling station, voting for people who in fact were found to be abroad on election day. A year after the parliamentary elections of 28 June, the Fier court sentenced 9 commissioners from the village of Ruzhdije to prison and a fine. The accusation was almost the same: they had fictitiously inflated the votes, or abandoned their duty. In another case in Shkodra, the court fined several commissioners because their protest over the finding of 27 extra ballots ended with abandonment of duty. Episodes like these of “electoral crimes” are numerous in Albania. Only in the years 2001–2011 have we had at least 32 cases of court rulings imposing penalties on commissioners, all in peripheral voting areas, in remote villages and almost forgotten. When you read such news, despite concerns about electoral problems, from the outside one gets the impression of justice, the rule of law, and the Western model of behavior toward those who violate, less so than more than citizen sovereignty. From the inside we are dealing with a paradoxical situation: for the same criminal offense in the periphery, commissioners are punished, while in the main cities, including the capital, they are rewarded. For example, in the latest May elections 3 commissioners were accused in Tirana of abuse of office and forgery, but none was convicted: one continues... ▼ continues on page 6
